1. Purpose. To provide
updated information on both convening and application due dates
as well as application procedures for FY-98 courses and boards.
2. Cancellation.

3. Information. Enclosures
(1) and (2) provide scheduling and quota information for courses.
Enclosure (3) indicates the command with quota control for each
course. For those courses where this command screens/selects
applicants, enclosures (4) and (5) provide application due dates
and procedures, respectively. Note that enclosure (4) is sorted
in due date order and is a good tickler for application due dates.
Before applying for any COMNAVRESFOR-boarded course, consult
reference (a). Reference (b) provides the schedule for these
courses. Reference (c) provides information on application procedures
for courses offered by NAVRESPRODEVCEN.
4. Courses not listed.
This notice does not list all courses offered at NMITC,
FITCPAC, JMITC or any other command. Consult the respective course
catalogs of those schools for other available courses.
5 Action. NRIC personnel,
unit training officers, and RIPOs should use this notice to select
and schedule courses and boards to meet individual career requirements
during FY-98. Please advise us of any discrepancies found in
the enclosures.

CN-1 Counter-Drug Basic Intelligence (CDI)
CIN: J-243-0996; 5 days (1 wk).
To provide Coast Guard, Law Enforcement Agency (LEA) and DOD
personnel assigned to joint counter-narcotics intelligence fusion
activities (e.g., Joint Task Forces (JTFs)) with the knowledge
and skill necessary to analyze data from available DOD and LEA
sensors and sources for counter-narcotics planning, coordination,
case (data base) development, and dissemination. Quota control

CN-2 COUNTER-DRUG INTELLIGENCE
ANALYSIS COURSE (CDIAC)
JMITC: CDIAC 98-XX; 2 Weeks. Pre-requisites: Students must be in a counter-drug billet or be intimately associated in the counter-drug effort. Course is designed to provide the counter-drug intelligence analyst an overall treatment of various elements of the counter-drug intelligence issue. Quota control is maintained by ONI-R.
CN-3 Unified Build User (UB USER)
NMITC: J-243-2959; 5 days (1 wk). Designed for Law Enforcement Agency (LEA) and DOD personnel assigned to counter-drug fusion activities. Focuses on user productivity in data fusion. (Dates not available at time of publication. RIPOs call NMITC RLO for dates and quotas as needed.)

COMNAVRESFOR promulgates quota allowances
by message. Requests for applications will be made by COMNAVRESINTCOM

O-4 submit via chain of command. Applications must be per OPNAVINST
1520.36 (including full-length khaki photo). Host governments
specify requirements for participating officers. Quota control

IM-1 Imagery Interpretation (IIC)

MG-1 Senior Intelligence Leadership
Symposium (SILS)
Normally at DIA/ONI: 12 days (2
wks); 10 training days. Intended for O-6s who are highly competitive
for RIAC selection, E-7 through E-9 who are incumbent or prospective
RIA Command Chiefs, and RIPOs/senior TARs. The course provides
a national perspective on intelligence as well as guidance on
leading and managing a RIA. It also provides our senior leaders
a unique forum to compare ideas and formulate solutions to problems
in the NRIC and their home RIA. COMNAVRESINTCOM selects attendees.
RIACs should nominate only front runners. Application
procedures listed in enclosures (4) and (5). Quota control is
maintained by COMNAVRESINTCOM. AT funding only may be
used for this course. ADT will not be available.
MG-2 Reserve Officer/National
Security Decision Making (RO/NSDM)
NWC: 12 days (2 wks); 10 training
days. Paygardes: O4 - O6. COMNAVRESINTCOM screens applicants.

Symposium

days. 163X Officer, senior O4s and O5s. Course intended for
current XOs and prospective CO's. Department heads with proven
leadership records are eligible. MG-5 is a "nuts and bolts"
course on leading and managing an NRIC unit. RIACs should nominate
only those front- runners who have definite command potential.
COMNAVRESINTCOM selects attendees. Application procedures listed

MG-6 National Senior Intelligence
Course (NSIC)

MG-9 Career Leadership Development

MG-14 NAVLEAD COMMAND MASTER
CHIEF
CIN: R-521-0001; 05 days (1 wk);
05 training days. Develops requisite skills to qualify master
chief petty officers for assignment as a collateral duty Command
Master Chief (CM/C) by providing training in the duties and responsibilities
of the senior enlisted leader billet. Eligibility: All selected
reservist master chiefs who are presently assigned as a collateral
duty CM/C or who will be assigned within 12 months. Other master
chiefs may attend on a quota available basis. Senior chiefs or
chief petty officers filling a Command Chief billet at an echelon
II though VI command may also attend on a quota available basis.

(AT) and mobilization. Provides member with a fundamental knowledge
and understanding of specific areas of basic military requirements.
Training is conducted in a ABoot Camp@ environment. Personnel
must meet moderate/high risk course medical screening criteria
and Navy physical readiness standards. Pregnant servicewomen

(BG/ARGIC)

Designed as an intelligence refresher course for active duty
Navy and USNR-R officer and senior enlisted students. Prerequisites:
Officers must have completed the Basic Navy Operational Intelligence
course and/or possess substantial experience in the intelligence
field. Enlisted Intelligence Specialist E6 or higher paygrade
with substantial fleet experience. Quota control is FITCPAC.

CIN: J-243-0969; 38 days (5 1/2 wks). Designed to provide IS, E6 and above, with training necessary to complete the requirements for NEC 3905. Prerequisite: IS, E6 and above, assigned to or en route 3905 NEC coded billets. Reserve APPLICANTS ACCEPTED ON A CASE BY CASE BASIS. Must be coordinated with RLO. "RA" GROUP - RESERVE
ADMINISTRATION
RA-4 Career Information
CIN: R-501-0005; 12 days (2 wks);
10 training days. E-5 - E-7 presently assigned in writing as an
echelon IV, V, or VI Command/Unit Career Counselor. Develops requisite
skills for echelon IV, V, and VI Command/Unit Career Counselors.
Course content includes training on SELRES-specific programs
and benefits, practice with one-on-one counseling techniques,
creating and conducting General Military Training, team building
skills and Career Information Program Management. Quota control
is maintained by NAVPRODEVCEN (N7).

RA-5 Reserve Instructor Training
CIN: A-012-0055; 12 days (2 wks);
10 training days. E4-E9. Provide instructor skills in group-paced
instructional techniques for personnel assigned to instructor
billets at Naval Reserve activities. Course includes classroom
instruction in understanding and writing learning objectives,
effective communication, student motivation, principles of learning,
lesson plan elements and format, methods of instruction, oral
questions and questioning techniques, use of instructional media
material, instructor evaluations and counseling. All attendees
must complete NAVEDTRA 834 prior to class convening date. Commanding
officers must certify member has met all prerequisites on quota
request. See reference (c) for specific requirements. Quota
control is maintained by NAVRESPRODEVCEN (N7).

"RE" GROUP - RESIDENT
COURSES
RE-1 POST-GRADUATE INTELLIGENCE
PROGRAM (PGIP) AND MASTERS OF SCIENCE IN STRATEGIC INTELLIGENCE
(MSSI)
1. Course descriptions.
Joint Military Intelligence College (JMIC) offers the PGIP in
two variations as follows:
a. Full-time resident course.
Begins: August 1998 Duration: 37 weeks;
if admitted to the MSSI program, then one additional academic
quarter.
b. Drill weekend course (PGIP-R).
Begins: October 1998. Duration: One weekend
per month for two years plus two 2 week AT-periods. The MSSI
degree will be awarded to students who complete the PGIP program
and a Masters thesis. PGIP/MSSI selectees must obligate an additional
four years in the Ready Reserve.
2. Admission procedures. Criteria for admission to both PGIP and MSSI are outlined in the JMIC Catalog.
a. PGIP. COMNAVRESINTCOM will screen PGIP applications and make nominations to JMIC. JMIC will make final selection and send a subsequent application package to selectees. Application packages to COMNAVRESINTCOM must include:
(1) Letter request from member
to COMNAVRESINTCOM, including a statement of 150 words or less
on why member desires to enroll in PGIP;
(2) AT application and NAVPERS
1070/10 Officer Photograph Submission sheet;
(3) Endorsement from CO and RIAC;
(4) Certification of Top Secret/SCI
security clearance;
Transcripts for all undergraduate work forwarded directly to COMNAVRESINTCOM; those nominated by COMNAVRESINTCOM will also be required to have these transcripts forwarded directly to JMIC - applicants may wish to have both transcripts forwarded at the same time;
As all components of the application package are utilized in determining nominees for these programs, incomplete packages will not be considered.
b. MSSI. PGIP students
may apply for admission to the MSSI program. Full-time PGIP students
must apply no later than 60 days after reporting to the
college. Weekend students must apply within 5 months of reporting.
If selected for PGIP and desiring to apply for MSSI, the selectee
must do the following:
(1) Submit a completed Application
for Admission to the MSSI to the JMIC Admissions office;
(2) Ensure transcripts for all
previous college-level work are forwarded directly to the college
at: Joint Military Intelligence College, ATTN: Admissions Office,
Washington, D.C. 203405485;
(3) Ensure Miler Analogies Test
(MAT) scores are sent to the Admissions Office. Do not send these
to COMNAVRESINTCOM. Full-time students should complete the MAT
before arriving at the college. MAT scores must be current (less
than 5 years old).
3. Application deadlines.
PGIP-resident application packages must reach COMNAVRESINTCOM
NLT 31 JAN 98 for the course beginning Aug 98. PGIP-R applications
must reach COMNAVRESINTCOM NLT 01 MAR 98 for the class beginning
Oct 98.
RE-2 NAVAL WAR COLLEGE
Course descriptions.
Per reference (a). the Naval War College offers two series of
courses for Naval Reserve Officers of the Line and Staff, one
for O-4, one for O-5. Both series of courses start in AUG 1999
and run for 10 months. The courses dates and quota assignments
are announced the summer of the FY before the course (ref (b).
COMNAVRESINTCOM will publish the dates of the courses as soon
as they are available. Quota control is maintained by COMNAVRESFOR
N3/N7.

2. Application procedures.
Personnel desiring to apply for Naval War College resident programs
will prepare application packages in the following format (see
reference (a) for detailed instructions):
Prepare a multi-tabbed folder with
the following:
TAB A: Index of application contents.
TAB B: Letter of application, including a statement of obligation for Naval Reserve affiliation.
Tab C: Unit CO and RIAC endorsement. This endorsement must contain a certification that the member is eligible for access to a final secret clearance, physical readiness test status, and body fat percentage.
TAB D: Personal statement not to exceed 250 words on why officer desires to enroll at the Naval War College.

days. Paygrades: O5 and above. COMNAVRESINTCOM screens applicants.
Application procedures listed in enclosures (4) and (5). Quota
control is maintained by COMNAVRESFOR (N3/N7).
Requests for applications for this
course are promulgated via message (ref (b)), usually in mid summer
of the FY before the course is to be held. COMNAVRESINTCOM conducts
selections boards accordingly. COMNAVRESINTCOM will publish the
dates of the courses as soon as they are available. Requests
for applications will be made to members of COMNAVRESINTCOM once
the course dates are published and quotas assigned.

and Policy Course (RO/SP)

SY 2 - AFLOAT INTELLIGENCE SYSTEMS
MANAGERS OVERVIEW (AISMO)
CIN J-3A-1951; 5 Days (1 wk). Introduces
mid-level afloat intelligence managers to current fleet concepts
and systems they may be responsible for and to obtain data for
use by tactical decision makers and operators. Provides current
information on the Navy=s most automated threat analysis and strike
planning systems, interfaces and comms connectivity which supports
OPINTEL, OTH-T, mission planing and targeting. Prerequisites:
Reserve Intelligence officer must have complete the Basic Navy
Operational Intelligence Course and/or possess substantial experience
it the intelligence field. Quota control is FITCPAC or NMITC,
RIPOs coordinate with appropriate RLO.

SY 3 - NAVY TACTICAL COMMAND SYSTEM
AFLOAT INTELLIGENCE CENTER MANAGER (NTCS-A ICM)

Provides training to select officer and enlisted personnel in
the effective management and operation of the Naval Tactical Command
System - Afloat (NTCS-A) computer subsystems for intelligence
center support. Quota control is FITCPAC or NMITC, RIPOs coordinate
