1. Purpose. To establish command policy and procedures for subject program.

2. Cancellation. COMNAVRESINTCOMINST 6110.1.

3. Background. References (a) and (b) set forth policy and procedures regarding the Physical Readiness Program in the Navy and the Naval Reserve, respectively. References (c), (d), (e) and (f) provide amplifying guidance. Due to this command's unique organization, several aspects of the references require interpretation in order to assure vigorous, fair, even compliance and reporting across Reserve Intelligence Areas (RIA) and units.

4. Policy. The Health and Physical Readiness Program shall receive the highest priority of Reserve Intelligence Commanders (RIAC) and unit Commanding Officers (CO). Program requirements shall be strictly adhered to on an ongoing basis and shall be fully and carefully reviewed during command inspections. Personal involvement of RIACs and CO's is expected and is essential to assure a vigorous, fair program. Physical readiness testing is a continuing item of special interest.

5. Procedures

a. Inter-command coordination. RIACs are responsible for ensuring compliance with, and successful administration of, the Physical Readiness Program for all members and units in the RIA (less NRCIS), including active duty members. Unit CO's are similarly responsible for their unit members. However, a RIA and its host air activity (or a remote unit and its host activity) may agree to jointly administer the program. Such an agreement must be documented

in writing (e.g., a Memorandum of Understanding).

b. Waivers to perform training duty. Per reference (d), members who have failed the Physical Readiness Test (PRT) for two consecutive test cycles or who exceeded body fat standards during the most recent PRT measurements may not perform Annual Training (AT)/Active Duty for Training (ADT) or Inactive Duty Training Travel (IDTT) unless granted a waiver by the Echelon IV command. Reference (d) provides revised tables for height/weight. Per reference (f), members over the age of 50 are not required to participate in the PRT but must remain within weight/body fat standards. COMNAVRESINTCOM, as the Echelon IV command, is approval authority for such waivers. Waiver requests must contain specific justification (see reference (d) for relevant factors) and must be received in time for reasonable deliberation.

c. Safety. PRT will comply with Navy Safety standards. References (a), (g), and (h) provide direction for conducting a safe PRT. References (a) and (h) explain in detail when PRT should be curtailed due to extremely hot or cold weather conditions. All Command Fitness Coordinators will have full knowledge and understanding of reference (g).

d. Reporting

(1) All units and RIAs will use the official PRT software (provided by the Bureau of Naval Personnel) for PRT record-keeping.

(2) After the final PRT test of the fiscal year, each unit shall promptly submit the Command Physical Readiness Test Summary (OPNAV 6110-3) to their respective RIAC. The RIAC shall submit them, along with the RIA staff report, under one cover letter to PERS-601, with a complete copy to COMNAVRESINTCOM. It is essential that each test summary report show the UIC's for which that data is reported. PERS-601 accounts for report submission according to UIC. (There is no requirement to combine the data into a single RIA report.)

6. Combined participation. Units and RIA staffs, active and reserve, are encouraged to conduct combined testing whenever possible.
