Subj: SINGLE SCOPE BACKGROUND INVESTIGATION (SSBI) AND PERIODIC
REINVESTIGATION (PR) SUBMISSION REQUIREMENTS

1. Purpose. To promulgate policy concerning the timely
initiating and processing of SSBI and SSBI-PR request packages
as required by references (a) through d.
2. Cancellation. COMNAVRESINTCOMINST 5510.4B.
3. Background. Reference (a) provides detailed guidance
regarding the initiation and processing of SSBI and SSBI-PR request
submissions. However, the reference does not identify a specific
deadline by which the SSBI-PR package is to be submitted nor are
consequences identified if the five year mark passes without the
security clearance being updated.
4. Policy and procedures.
a. Initial NRIP affiliation
(1) At the earliest opportunity, RIPOs and units must inform prospective
or newly affiliated NRIP members of the requirement for a SSBI.
If a current SSBI has not been previously completed or initiated,
the individual must submit a completed SSBI package to the unit
security officer as soon as possible, but no later than the start
of the individual's second NRIP drill weekend.
(2) If new members already hold current SSBIs as a result of their
civilian employment, in order not to duplicate this expensive
investigation effort, RIAs will accept documentation of that investigation.
Instead of a complete SSBI package, the member will submit an
OPNAV Form 5510/413 Personnel Security Action Request showing
the agency that did the investigation, the case control number,
and the agency that requested the investigation.
(3) Unit security officers will ensure that completed SSBI packages
are submitted to the RIPO no later than the end of the new affiliate's
second drill weekend. To enable this completion, RIPOs need to
communicate unit assignments as soon as possible. The RIPO will
submit the SSBI package within 10 working days following receipt
from the unit security officer.
(4) Newly affiliated members who do not submit their SSBI packages
by the start of their second NRIP drill weekend will be advised
in writing by the unit that they will be terminated or transferred
out of a pay billet (i.e., to the IVTU or other non-intelligence
unit) if their completed package is not received by the start
of the third drill weekend. If this termination/transfer action
is executed after the third drill weekend, then it will remain
in effect until adjudication of the SSBI.
(5) As a general rule, the RIPO will personally conduct the required
SSBI screening interview. However, when this is not possible,
authority to conduct the interview may be delegated to unit CO's
or other experienced RIA staff members.
b. Periodic Reinvestigation.
(1) Reference (d) identifies that individuals with a continuous
requirment for SCI access must submit an SSBI-PR for reinvestigations
based on a five year interval. Completed SSBI-PR packages will
be submitted by unit security officers to the RIPO on the drill
weekend of the month which is 4-1/2 years from the previous SSBI
completion date. It is the responsibility of the unit security
officer to ensure that the forms are completed accurately prior
to submission to the RIPO. Within ten working days, the RIPO
will review the SSBI package for accuracy/completion and forward
the package to DIS for processing or return it to the unit for
correction.
(2) NRIP members who hold current SSBIs as civilians shall, rather
than providing a completed SSBI-PR package, submit only a copy
of their agency's cover letter requesting the re-investigation.
(3) Members who have their SSBI-PR packages returned for correction
by the RIPO must make all corrections and return the package to
the RIPO office by the next drill weekend. Members who do not
submit their SSBI-PR packages on time will be advised by their
unit in writing that they will be transferred to the IVTU if their
completed SSBI-PR package is not received by the end of the month
of the four-year seven-month mark. Should the package not be received
by then, then transfer action will be accomplished and will remain
in effect until adjudication of the SSBI-PR.
c. Adjudication.
(1) Ideally, investigations will be completed and adjudicated
by DON CAF within six months. Investigations not completed
by the end of that period will be the subject of RIPO (not
unit or unit member) written inquiry to DON CAF. Status checks
for Reserve Intelligence personnel will normally be processed
for DONCAF by NR ONI 0366 during drill weekends (first drill weekend
of the month). Inquiries may be marked to the attention of that
unit. RIPOs will accomplish subsequent written inquiries quarterly
until adjudication is complete unless otherwise directed.
(2) As long as the member submitted the SSBI/SSBI-PR on time,
he/she will remain in a pay status regardless of how long it takes
for final adjudication.
