1. Purpose. To promulgate the organization of the Naval Reserve
Intelligence Command (NAVRESINTCOM), Reserve Intelligence Areas
(RIAs), and Naval Reserve Intelligence Program (NRIP) units.
2. Cancellation. COMNAVRESINTCOMINST 5450.1D.
3. Background. Reference (a) designates Commander, Naval
Reserve Intelligence Command (COMNAVRESINTCOM) as Echelon IV
commander accountable to Commander, Naval Air Reserve Force
(COMNAVAIRESFOR) for performance and readiness of the NRIP.
Reference (b) publishes the functions and responsibilities of
NAVRESINTCOM in support of its mission and defines the
organization of the NRIP. Further, COMNAVRESINTCOM is assigned
the responsibility as the Echelon IV commander to administer the
Command Inspection Program and to promulgate the definitive
organization of the NAVRESINTCOM Staff, RIA Staffs, and NRIP
Units.
4. Discussion. Commander, Naval Reserve Intelligence Command is
a Selected Reserve flag officer (designated 1635) who is assigned
a headquarters staff consisting of active duty, civilian, and
drilling reserve personnel reporting through the Deputy Commander
who is an active duty (1637) Captain. This staff, including the
ONI HQ Reserve Unit and the COMNAVRESINTCOM Management IVTU, is
currently located at COMNAVRESINTCOM Headquarters at Naval Air
Station, Dallas, (scheduled to moving to JRB NAS Ft Worth no
later than 1 October 96.) The NRIP is divided into geographical
Reserve Intelligence Areas (RIAs) as directed by reference (b).
Each RIA is commanded by a Reserve Intelligence Area Commander
(RIAC) who is assisted by a staff consisting of active duty,
civilian, and drilling reserve personnel, including an active
duty Reserve Intelligence Program Officer (RIPO). RIACs are
administratively assigned to the ONI HQ Detachment reserve unit.
RIPOs report through the assigned RIAC to the Commander. The
regular reporting senior for RIACs, RIPOs, and Assistant RIPOs is
the Commander.
5. Functional Management. Each command level of the NRIP (Unit,
RIA Staff, NAVRESINTCOM Staff) is organized along similar
functional lines. The objectives of this concept of organization
are:
a. To provide for the effective and efficient leadership,
management, and administration of the NRIP;
b. To allow vertical and horizontal communications among
functional managers throughout the NRIP; and
c. To facilitate and encourage the interchange of management
support among all organizational levels of the NRIP.
6. NAVRESINTCOM Staff Components. The Headquarters Staff
consists of an active duty component and a drilling reserve
component.
a. Active Duty Component. The Active Duty, Annual Training
(AT), Active Duty Training (ADT), Active Duty Special Work
(ADSW), One Year Recall (OYR) personnel, and civilians assigned
to the NAVRESINTCOM Headquarters Staff, either for permanent or
temporary duty, are referred to as the Active Duty Component and
for basic military and administrative purposes report to the
Deputy Commander. The Active Duty component implements
decisions, carries on the policies of, and handles the day-to-day
operations in the absence of the Commander and drilling reserve
staff members. The Active Duty component, is supervised by the
Chief Staff Officer. Regular reporting senior for members of the
active duty component is the Commander.
b. Drilling Naval Reserve Component. The ONI HQ unit, ONI
HQ Detachment, and NAVRESINTCOM Management IVTU comprise the
drilling Naval Reserve Component of the NAVRESINTCOM Staff.
These units report to the Commander and are not subordinate to a
RIAC. The NAVRESINTCOM Chief Staff Officer performs the
functions of a Reserve Intelligence Program Officer with respect
to these units.
(1) ONI HQ reserve unit 0170 (UIC 88716)is organized per
reference (b) except that there is no Commanding Officer; the
reporting senior for all members of this unit is the Commander.
Department Heads serve additionally as COMNAVRESINTCOM Deputy
Chiefs of Staff for their functional areas. Other officers and
enlisted members serve the Commander, Deputy Commander, Chief of
Staff, or Deputy Chiefs of Staff with duties related to
NAVRESINTCOM Staff/NRIC management. Unit members report to the
NAVRESINTCOM Chief of Staff for basic military and administrative
purposes. Internal administration of the unit is integrated with
the administration of the NAVRESINTCOM Staff.
(2) ONI HQ Detachment reserve unit 0170 (UIC 88717) is an
administrative assignment unit for RIACs, RIA Command Chiefs, and
the NRIP Command Master Chief and does not have a commanding
officer or a unit organization. Administrative responsibility
for the ONI HQ Detachment is vested in the Deputy Commander.
Regular reporting senior for RIACs and for the NRIP Command
Master Chief is the Commander. Regular reporting seniors for RIA
Command Chiefs are the cognizant RIACs.
(3) COMNAVRESINTCOM Management Intelligence Volunteer
Training Unit (IVTU) 0210 (UIC 6507R) personnel serve as special
assistants for NAVRESINTCOM Staff, and consist of Ready Reserve
personnel reporting through the Chief of Staff for military and
administrative purposes. This unit does not have a Commanding
Officer or unit organization. Because members of this unit are
in effect support-assigned to the NAVRESINTCOM staff, they should
submit correspondence for which chain-of-command endorsement is
appropriate via the NAVRESINTCOM Chief of Staff. Regular
reporting senior for members of the COMNAVRESINTCOM Management
IVTU is the Commander.
c. Selected Marine Corps Reserve Component. One or more
members of the Selected Marine Corps Reserve (SMCR) serve with
the NAVRESINTCOM Staff under the provisions of reference (e).
7. NAVRESINTCOM Staff Organization. The Active Duty Component
and the Drilling Reserve Component of the Headquarters Staff are
organized into a single, integrated staff as depicted in
enclosure (1). Descriptions of principal billets are provided in
enclosure (2) and reference (f). The NAVRESINTCOM staff includes
the following:

e. Deputy Chiefs of Staff

(3) SNAC Coordinator (see paragraph I. below)

(5) Naval Reserve Security Group Liaison Officer
(6) Marine Corps Intelligence Reserve Liaison Officer
g. Training Advisory Board (TAB). The TAB is established by
reference (c). This board meets periodically to ensure that NRIP
Training and Readiness directives remain current and reflect the
needs of the program, to consider and recommend new training
initiatives, and to make recommendations on other training
matters as requested by the Commander.
h. NRIP Policy Board. The NRIP Policy Board is established
by reference (d). This board meets annually to review policy
recommendations originated within the NRIP and to forward
applicable recommendations for consideration by the National
Naval Reserve Policy Board.
i. Senior NRIP Advisory Council (SNAC). The purpose of the
SNAC is to serve as a sounding board and advisor on NRIP policy
initiatives, including review, staffing, and action
recommendations on issues for consideration by NRIP Policy Board,
as prescribed in reference (d). Members will be assigned
projects of a strategic nature. Members may also serve as
chairpersons of assigned Process Action Teams. The SNAC shall be
staffed by former RIACs and other senior officer and enlisted
NRIP members. No chairperson will be designated, and all members
will report directly and equally to the Commander. Members will
coordinate their efforts with the SNAC coordinator on the
COMNAVRESINTCOM staff. Applications for assignment to the SNAC
will be solicited annually by the command.
8. RIA Staff Organization. Effective functional interaction
between all levels of the NRIP requires there be comparable
organization at all levels. For this reason, RIACs shall
organize their staffs to ensure that all functional areas of
responsibility described in enclosures (3) and (4) are adequately
manned. As with the NAVRESINTCOM staff, it is intended that the
active duty and drilling reserve components of the RIA Staffs be
organized into a single, integrated staff. A suggested
organization structure broadly conforms to the NAVRESINTCOM staff
organization as shown in enclosure (1). Actual RIA Staff
structure may vary, as deemed appropriate by the RIAC, as long as
all functional areas are adequately staffed. The RIAC is regular
reporting senior for all members of the RIAC staff (including
those in the RIA IVTU) except the RIPO (and Assistant RIPO, where
assigned). IDT orders for drilling reserve staff members will
indicate this relationship. With the exception of the RIAC, RIA
Command Master Chief, BRIT Director, and others specifically
authorized by COMNAVRESINTCOM, drilling reserve members of RIA
staffs will be assigned to an Intelligence Volunteer Training
Unit (IVTU) or other VTU.
9. NRIP UNIT Organization. Enclosures (5) and (6) propose a
standard organization for NRIP units in order to permit the
effective and efficient management of the unit and to facilitate
the flow of information between functional managers at each level
of the NRIP. With the concurrence of the cognizant RIAC, unit
Commanding Officers may modify this recommended organization to
meet unique unit requirements; however, the establishment of
additional administrative positions which detract from
intelligence contributory support is discouraged. In the
interest of maximizing the number of personnel available for
intelligence support activities, COs should ensure that an
absolute minimum number of personnel are assigned to primary
duties outside the Intelligence Support department. RIACs will
consider the efficiency of unit organization in evaluating the
performance of units and COs. Enclosure (6) provides
standardized billet descriptions for NRIP units.
10. Action
a. The Deputy Commander, the Chief Staff Officer, and the
Chief of Staff shall organize and administer the NAVRESINTCOM
Staff components.
b. Each RIAC shall ensure the establishment of a RIA Staff
organization in accordance with this instruction. On 1 October
of each year, and as major changes occur, each RIAC shall provide
COMNAVRESINTCOM with a copy of the RIA Staff Organization
together with a directory of RIA Staff personnel including
mailing addresses and home and business telephone numbers. This
directory must be marked "FOR OFFICIAL USE ONLY".
c. When necessary for effective management of the RIA staff,
RIACs may, with approval, assign members in Category A units to
duty supporting the staff. Requests for such approval, with
appropriate justification, must be submitted annually or as
changes occur in the format of enclosure (7).
d. NRIP unit Commanding Officers shall organize units in
accordance with this instruction. Commanding Officers shall
furnish copies of their unit organization to the RIAC on 1
October of each year and as major changes occur.
11. Forms. NAVRES 3500/1 (Report of Training) form is available
through normal supply channels per NAVSUP P2002.
12. Reports. Report symbol 5450-1 is assigned to the reporting
requirement in subparagraph 10b and symbol 5450-4 is assigned to
the reporting requirement in subparagraph 10d. These reports are
approved for 3 years from the date of this directive.
B. A. BLACK

Lists I, II, III, IV, VIII
1. Commander, Naval Reserve Intelligence Command (COMNAVRESINTCOM)
a. Commands, manages and directs the NRIP under the policies
of the Chief of Naval Operations, ONI, COMNAVRESFOR and
COMNAVAIRESFOR as set forth in OPNAVINST 5401.8A and
COMNAVRESFORINST 5450.41A.
2. Deputy Commander
a. In the absence of the Commander, assumes the duties of
the Commander per Navy Regulations, following directions of the
Commander and other orders from higher authority.
b. Maintains liaison with the Associate DNI for Reserve
Affairs (N2R), the COMNAVAIRESFOR Intelligence Program Director
(N2), the ONI Director of Reserve Programs (ONI-14), the Reserve
Liaison Officers or Reserve Management Officers of the NRIP
Gaining Commands and other active duty components and officers.
c. Acts as the direct representative of the Commander in all
matters concerning the policies, management and administration of
the Naval Reserve Intelligence Command and of the NRIP which are
within the scope of authority of the Commander.
d. Establishes financial requirements of Command and
procedures for financial management and financial guidance for
the NRIP.
e. Prepares O&MNR budgetary requirements for NAVRESINTCOM
headquarters and subordinate echelons of the NRIP and maintains
management procedures for the control of resources within the
NRIP.
f. Acts as Senior Inspector and manages the Command
Inspection Program for the Naval Reserve Intelligence Command.
g. Administers and manages the NAVRESINTCOM Headquarters
Active Duty Component.
3. NRIP Command Master Chief
a. Performs duties as specified in COMNAVRESINTCOMINST 5400.2F. If the appointee is in pay grade E8 or E7, he or she will be designated the Command Senior Chief or Command Chief, as appropriate.

4. Chief Staff Officer
a. Assists the Deputy Commander in all matters concerning
the administration of the Naval Reserve Intelligence Command and
the NRIP.
b. Assists the Deputy Commander in the administration of the
Active Duty Component.
c. Performs all applicable functions of a Reserve
Intelligence Program Officer with respect to the ONI HQ, ONI HQ
Detachment, and COMNAVRESINTCOM Management IVTU reserve units.
d. Manages civilian manpower and civilian personnel actions.
5. Chief of Staff (COS)
a. Coordinating with the Deputy Commander, organizes and
administers the NAVRESINTCOM Staff per Navy Regulations and the
directives of the Commander.
b. Advises the Commander and Deputy Commander concerning the
plans, policies, operations and administration of the NRIP and
the organization, manning and administration of the NAVRESINTCOM
Staff.
c. Organizes, coordinates and manages the work of the Deputy
Chiefs of Staff (DCOSs) and the Special Assistants per the
policies of the Commander and in concert with the Deputy
Commander.
d. Directs the analysis of RIA Command Inspections and
prepares the NAVRESINTCOM Staff to conduct official visits and
inspections of the Reserve Intelligence Areas.
e. Provides for a system of regular communications between
the Commander/NAVRESINTCOM Staff and subordinate levels of the
NRIP, to ensure that both technical and general information
reaches all levels of the NRIP in a timely and accurate manner.
f. Makes recommendations concerning requirements for AT
personnel at COMNAVRESINTCOM Headquarters and provides guidance
for tasking of these personnel.
g. Maintains the COMNAVRESINTCOM Command Brief.
6. Deputy Chiefs of Staff (DCOSs)
a. General. Each Deputy Chief of Staff performs the
following general functions with respect to his or her functional
areas of responsibility:
(1) Maintains communications with, and provides
assistance and support to, the counterpart Deputy RIACs, per the
approved policies of the Commander.
(2) Through the Chief of Staff, recommends command and
NRIP policies and procedures, develops relevant portions of the
NRIP planning guidance, and develops and maintains manuals and
handbooks relevant to his or her functional area for use at the
national, RIA, and unit levels.
(3) Serves as the primary inspector in his or her
functional area of responsibility during inspections of the
Reserve Intelligence Areas.
(4) Prepares materials for the use and assistance of the
Commander and Deputy Commander in conducting visits and
inspections of Reserve Intelligence Areas.
(5) Advises the Deputy Chief of Staff for Resources and
Information Management concerning management information
requirements pertaining to the assigned areas of responsibility,
and assembles, maintains and displays up-to-date management
information as required for the use of the Commander and Deputy
Commander.
(6) Organizes, supervises, tasks, evaluates, and
administers the personnel assigned to the Department.
(7) Conducts annual review of, and revises as necessary,
COMNAVRESINTCOM directives and functional area manuals and
handbooks for which he or she is responsible.
b. Specifics
(1) DCOS, Administration
(a) Acts as Administrative Department Head of the ONI
HQ Reserve Unit.
(b) Processes and forwards officer fitness reports
and enlisted evaluations.
(c) Advises and assists the Commander, Deputy
Commander, and COs in matters concerning the administration of
the headquarters staff and NRIP.
(d) Coordinates Boards and Committees as directed by
the Deputy Commander or Chief of Staff.
(e) Directs the NRIP Awards and Recognition Program
and advises the Commander on the appropriateness of recommended
awards.
(f) Coordinates with DRIACs for Administration and
RIPOs to identify and correct deficiencies in equipment, space,
and training of NRIP administrative personnel.
(g) Directs the preparation of correspondence and
directives.
(h) Maintains Staff files.
(i) Maintains the NRIP Administrative Officer's
Manual and ensures distribution of this manual and revisions to
all RIAs and NRIP units.
(j) Ensures implementation and execution of the
Management Control Program in accordance with COMNAVRESFORINST
5200.6B.
(2) DCOS, Training and Readiness
(a) Acts as Training and Readiness Department Head
for the ONI HQ reserve unit.
(b) Ensures NRIP-wide compliance with applicable
training and readiness directives and advises the Commander
concerning problems and recommended solutions.
(c) Provides guidance to RIAs on interpretation of
relevant training and readiness directives.
(d) Determines, monitors and reports the readiness of
NRIP units.
(e) Monitors, assesses and recommends improvements to
NRIP-managed training programs, including Basic Reserve
Intelligence Training (BRIT), Direct Commission/Inter-Service
Transfer/Change of Designator training, General Navy and
Professional Mobilization Training (GMT/PMT), Security Education
and command-sponsored officer and enlisted career development
programs.
(f) Chairs COMNAVRESINTCOM board that select nominees
for quota-controlled courses.
(g) Plans formal training to meet out-year
requirements, and obtains school quotas to meet NRIP training
needs.
(h) Maintains liaison with the Chairman and serves as
Secretary of the NRIP Training Advisory Board and takes action as
required on Board recommendations.
(i) Represents the Commander on the Naval
Intelligence Training Council.
(j) Maintains NRIP Master Training Instruction
(COMNAVRESINTCOMINST 1500.4), and ensures distribution of this
instruction and revisions to all RIAs and NRIP units and to
NAVAIRESFOR(N2),ONI-14, and DNI(N2R).
(k) Provides guidance to RIA's on relevant matters
including training requirements and ways to improve the planning
and administration of training programs.
(3) DCOS, Intelligence Support and Security
(a) Administers the Reserve Intelligence Mutual
Support Projects system.
(b) Maintains liaison with Reserve Liaison Reserve
Management Officers of Gaining Commands and other active duty
commands which task NRIP units to ensure the maximum intelligence
mutual support/mobilization training to active force commanders.
(c) Advises the Commander and Deputy Commander
concerning project tasking and management policies, and the
project management implications of the establishment,
disestablishment, relocation or reorganization of NRIP units.
(d) Directs the NRIP physical security and security
education programs and coordinates the NRIP Security Education
Program with the DCOS for Training and Readiness.
(e) Acts as or supervises the ONI HQ unit Security
Manager.
(f) Ensures SSBI and SSBI-PR documents are processed
promptly and efficiently.
(g) Ensures proper management of NRIP-owned Sensitive
Compartmented Information Facilities (SCIFs) and effective
liaison with SCIFs managed by other organizations. Ensures that
NRIP SSOs are properly trained and certified. Interfaces with
DCOS Information Management and Automated Systems to monitor
proper management of ADP and communication systems in NRIP-owned
SCIFs.
(4) DCOS, Resources and Information Management
(a) Establishes and maintains inventory of NRIP
equipment and non-financial resources as directed.
(b) Prepares and implements processes and procedures
which control NRIP equipment and non-financial resources and
which plans for future requirements.
(c) Acts as liaison with COMNAVRESFOR and other
activities in budgeting, planning and providing ADP and other
support to the NRIP.
(d) Responsible for auditing of all special funds and
coffee messes in the NRIP.
(e) Monitors and advises the Commander concerning
status and action of plans for improvement and upgrading drill
site facilities throughout the NRIP, including SCIF requirements.
(f) Directs the planning and administration of a
management information system, ensuring that data can be
collected in a timely and efficient manner and that the
Commander, Deputy Commander, Chief of Staff and other staff
members can have continuous access to accurate information
concerning the status of the NRIP.
(g) Maintains configuration control of ADP and
communications systems within the NRIP to ensure effective
management, maintenance, and utilization of such resources.
(h) Maintains a disaster recovery plan, including
ADP, for the NRIP and provides guidelines to RIAs that minimize
the impact of physical disaster caused by either intentional acts
or natural occurrences.
(i) Advises the DCOS, Training and Readiness in the
development of basic CAI/CAE training and orientation systems.
(j) Works with DCOS, Training and Readiness to
incorporate ADP training into NRIP training plans.
(k) Establishes information and ADP systems security
guidelines for the NRIP per SECNAVINST 5239.2 and other
applicable documents. Ensures all RIAs are in compliance via
command inspections and works with DCOS, Training and Readiness
to provide appropriate training for RIAs and SSOs.
(5) DCOS, Manpower Management
(a) Monitors billet management throughout the NRIP,
including analysis of on-board strength.
(b) Monitors Naval Reserve Command Intelligence
Support (NRCIS) billets and manning levels, and recommends
policies and procedures on management of NRCIS billets.
(c) Represents COMNAVRESINTCOM in liaison with ONI
(ONI-14), NAVCRUITCOM, COMNAVRESFOR (Code 231), COMNAVAIRESFOR
(N2), and Gaining Commands on manpower issues.
(d) Monitors and makes policy recommendations on
management of officer and enlisted recruiting and acquisition
programs.
(e) Chairs the COMNAVRESINTCOM Retention Board.
(f) Convenes the annual COMNAVRESINTCOM Policy Board
and ensures appropriate command evaluation and disposition of
recommendations.
(g) Maintains the NRIP Manpower Management Manual and ensures distribution of this manual and revisions to all RIAs and NRIP units.
7. Deputy Senior Inspector
a. Maintains cognizance of national, DOD and DON
Intelligence Oversight inspection and special interest policies
and develops necessary NRIP policies and procedures.
b. Performs duties in accordance with COMNAVRESINTCOMINST
3820.1J.
c. Coordinates with DCOS, Training and Readiness to develop
NRIP training programs to ensure compliance with Intelligence
Oversight, Guides to Conduct, and various special interest items.
d. Advises the Commander on legal issues and on other
matters pertaining to good order and discipline of the NRIP.
e. Coordinates with the Deputy Commander, all RIA command
inspections.
f. Manages the COMNAVRESINTCOM Intelligence Oversight
inspection program.
g. Coordinates command sexual harassment and equal
opportunity programs.
8. Public Affairs Officer
a. Coordinates and manages all matters pertaining to NRIP
and NAVRESINTCOM Headquarters public affairs, including
COMNAVRESINTCOM participation in Navy Day and similar functions,
COMNAVRESINTCOM liaison with civic and service organizations,
official social functions, press relations and other matters as
required.
b. Ensures that appropriate public recognition is given to
outstanding achievements of the NRIP and its personnel.
c. Ensures that appropriate ceremonies are conducted in the
NRIP to honor award recipients and retirees. Maintains an
appropriate retiree relations program.
d. Maintains liaison with the Public Affairs Officer of NAS
Dallas and other military commands in the immediate area of the
headquarters or flag detachment as required.
e. Obtains and makes available appropriate special devices
and insignia for the COMNAVRESINTCOM Headquarters staff.
f. Develops and maintains the COMNAVRESINTCOM Command
History.
g. Publishes a periodic all-hands NAVRESINTCOM Newsletter,
containing information of general interest throughout the NRIP.
h. Advises the Commander and Deputy Commander concerning
other communications media and opportunities for opening and
maintaining NRIP communications.
9. SNAC Coordinator
a. Assists the Commander and other staff members in
identifying appropriate tasking and projects for SNAC members.
b. In coordination with the DCOS, Manpower Management,
reviews submitted policy board items and, when appropriate,
assigns SNAC members to study and prepare recommendations for
Policy Board consideration.
c. Maintains liaison with SNAC members to monitor progress
and provide assistance as needed in execution of assigned tasks.
d. Coordinates SNAC members' recommendations and suggestions
on proposed NRIP policy changes or initiatives.
10. TQL Coordinator
a. Advises the Commander and Staff on Total Quality issues
and provides training and facilitation services for staff
planning.
b. Provides assistance to RIACs and NRIP unit Commanding
Officers as requested in development of TQL initiatives and TQL
training programs.
11. NRSG Liaison Officer
a. Advises the Commander and staff on issues related to the
Naval Reserve Security Group program.
b. Assists RIACs and NRIP unit COs in implementation of
procedures for co-utilization of SCIFs by NRIP and NRSG units.
12. Marine Corps Liaison Affairs
a. Coordinates requests from NRIP units desiring USMCR
support and from USMCR units and personnel desiring to train with
NRIP units.
b. Through the Marine Corps Reserve Services Center (MCRSC)
and 4th DWT G-2s, verifies the qualifications of Marines
participating in NRIP activities to meet the needs of both Navy
and Marine Corps.
c. Through the cognizant RIA SSO, initiates SSBIs when
needed by Marines assigned to NRIP units or requested by NRIP
units.
d. Coordinates requests for orders from Marine reservists
in IRR who are supporting NRIP units.
e. Serves as reviewing officer on all fitness reports on
IRR USMCR officers drilling with NRIP units.
f. Pursues other activities as provided for in the
Memorandum of Understanding between COMNAVRESINTCOM and the
Assistant Chief of Staff for C4I2, HQMC.
RESERVE INTELLIGENCE AREA STAFF ORGANIZATION
1. Chief of Staff. Each RIA staff shall include a Chief of
Staff, who shall function as Acting RIAC in the RIAC's absence.
2. Reserve Intelligence Program Officer. Each RIA staff shall
include a RIPO reporting directly to the RIAC and functioning as
an Executive Assistant to the RIAC.
3. Command Master Chief. Each RIAC shall appoint a Command
Master Chief in accordance with COMNAVRESINTCOMINST 5400.2F,
reporting directly to the RIAC. If the appointee is in pay grade
E8 or E7, he or she will be designated the Command Senior Chief
or Command Chief as appropriate.
4. Deputy RIACs. In order to adequately manage all required
functions, the RIAC shall appoint Deputy RIACs, reporting to the
Chief of Staff. In general, these appointments should follow the
functional organization of the COMNAVRESINTCOM staff in order to
support effective communication among levels, and to facilitate
verification of compliance with requirements. When in the RIAC's
determination a departure from the standard organization is
warranted, he or she is responsible for verifying that all
responsibilities listed in the functional billet descriptions are
accounted for.
5. Director, BRIT Program. Each RIAC shall appoint a Director,
Basic Reserve Intelligence Training (BRIT) Program in accordance
with COMNAVRESINTCOMINST 1500.4, who shall administer the BRIT
Program in the RIA.
6. Assistant DRIACs and Special Assistants. The RIAC may
appoint Assistant DRIACs and Special Assistants as warranted to
ensure that all management functions are adequately staffed.
7. Manning. RIA staffs will consist of personnel in the
following categories:
a. Active duty and civilian personnel;
b. Non-pay drilling officer and enlisted personnel
administratively assigned to an Intelligence Volunteer Training
Unit (IVTU) or other VTU; and
c. Drilling officer and enlisted personnel in pay status assigned to NRIP units, and assigned Additional Duty (ADDU) to the RIA staff on their IDT orders. (Such assignments should be limited to cases in which equivalent IVTU/VTU personnel are not
available, must not interfere with individual readiness training,
and, except for BRIT Director and Command Chief, must be approved
annually by COMNAVRESINTCOM).

8. Fitness Reports and Performance Evaluations. The RIAC is
regular reporting senior on NRIP Unit Commanding Officers and on
all members of the RIA staff except the RIPO (and Assistant RIPO,
where present); the regular reporting senior for the RIPO (and
Asst RIPO)is Commander, Naval Reserve Intelligence Command. The
RIAC will provide a complete fitness report input to
COMNAVRESINTCOM for the RIPO (and Assistant RIPO, where present),
and may provide additional advice and comments to COMNAVRESINTCOM
for consideration in preparation of RIPO fitness reports.
9. Staff Relationships. The RIA staff is organized to assist
and support the RIAC in assigned duties and functions. The RIPO
and other active duty and civilian personnel provide for day-to-day management of the program in each RIA. The RIPO is the focal
point for and officer in charge of the daily operations of the
RIA. In this capacity, the RIPO provides the RIAC with support
and vital inputs which are critical to the RIAC in making timely
decisions and effectively shaping policy within the RIA. As
executive assistant to the RIAC, the RIPO provides advice and
guidance to all staff members in the implementation of the
policies of the RIAC and higher authority.
10. RIA Staff Assignments. Because of the broad exposure to management issues and responsibilities, RIA staff assignments have the potential to be career enhancing and provide a strong credential for future command. For this reason, assignments shall be based on qualifications, scope of responsibility, and individual career development so as to prepare individuals for positions of greater responsibility.
RIAC STAFF BILLET/FUNCTIONAL RESPONSIBILITIES
1. Reserve Intelligence Area Commander (RIAC). The RIAC serves
as a senior national advisor to the Commander, Naval Reserve
Intelligence Command and as the Area Commander, as set forth in
COMNAVRESFORINST 5450.41A and COMNAVRESFORINST 1001.5B. The RIAC
reports directly to COMNAVRESINTCOM and reports for additional
duty (ADDU) to the cognizant Local Area Coordinator for Air
(LACAIR).
2. Reserve Intelligence Program Officer (RIPO)
a. Acts in the capacity of Executive Assistant to the RIAC
in the RIAC's capacity as Area Commander. Serves as Officer in
Charge of the active duty and civilian personnel assigned to the

b. Assists the RIAC in convening and conduct of nomination/
selection boards for COs and XOs of NRIP units, and other senior

c. Coordinates with the cognizant LACAIR to maintain support
for RIA operations. (COMNAVRESFORINST 5450.41A)
d. Ensures proper execution of drill recording procedures
for RIAC, RIA Command Master Chief, and, where applicable, RIA
personnel serving with the COMNAVRESINTCOM Staff.

operations and administration of the Reserve Intelligence Area
(RIA) and the organization, manning and administration of the

b. Organizes, coordinates and manages the work of the Deputy
RIACs and the Special Assistants per the policies of the NRIP and
as directed by the RIAC.

5. Deputy RIACs and Special Assistants - General. Deputy RIACs
and assigned Special Assistants are generally responsible for the
overall administration and organization of their assigned
functional areas. The general duties of these staff members
include the following:
a. Recommends to the RIAC and Chief of Staff primary and
collateral duty assignments for personnel assigned.
b. Ensures performance of all functions and tasks assigned,
in accordance with relevant directives and the appropriate NRIP
functional manual.
c. Assists counterparts in subordinate NRIP units in
performing functions and tasks assigned, and in interpreting
relevant directives and guidance.
d. Prepares and executes relevant sections of the RIA

e. Serves as primary inspector in his or her functional area
of responsibility during inspections of NRIP units.

6. Deputy RIAC, Administration
a. Serves as Administrative Officer for RIAC Staff.
b. Provides guidance and instruction to Unit Commanding
Officers and Administrative Officers through memoranda,
consultations, workshops, and assist visits.
c. Maintains liaison with the COMNAVRESINTCOM DCOS,
Administration, the administrative department of the host air
activity (including RESFIRST, RESFMS), host activity PSD, and
administrative officers of subordinate units.
d. Performs visits and inspections of unit Administrative
Departments, reporting findings to the RIAC and the Commanding

e. Coordinates with Unit Administrative Officers and the
RIPO to identify and correct deficiencies in equipment, space and
training of administrative personnel.

h. Processes and forwards Officer Fitness Reports and

i. Directs the RIA Awards and Recognition Program and
advises the RIAC on appropriateness of recommended awards.
Maintains an awards tracking system. (SECNAVINST 1650.1F,

j. Reviews incoming messages and correspondence for items of
administrative interest, and ensures, in concert with the RIPO,
that timely dissemination is made to units and that action items
are tracked to completion. Coordinating with the RIPO, assists
in preparation of outgoing correspondence and in maintenance of
RIAC correspondence files. (SECNAVINST 5210.11D, SECNAVINST

k. Maintains, in concert with the RIPO, the RIA's file of
current directives for use by all co-located units. Ensures that

l. Manages all aspects of the RIA directives issuance program, including review of all instructions and notices for
proper format prior to promulgation, ensuring annual review by
the cognizant RIAC staff member and revision as necessary, and
periodically publishing a listing of effective RIA directives.

m. Publishes RIAC Staff Plan of the Month.
7. Deputy RIAC, Training and Readiness. The DRIAC for Training
and Readiness is responsible for the overall administration and
organization of RIA instructions training in accordance with
COMNAVRESINTCOM Instructions 1500.4, 3810.1G, 3820.1J, 3870.1F,
5370.2D, 5510.2C and 6110.1 and the applicable directives and
instructions of senior commands. Specific duties and
responsibilities include:
a. Training Officer for RIAC Staff.
b. Liaison with DCOS for Training and Readiness, program
manager of the host activity, BRIT Director and training
department heads of subordinate units.
c. Prepare training and readiness section of RIAC planning
calendar.
d. Monitor unit readiness and make recommendations to
improve. (COMNAVRESINTCOMINST 1500.4, ONIINST 3501.1, and ONIINST
1001.8C)
e. Monitor basic intelligence training programs for newly
affiliated officer and enlisted personnel.
f. Monitor AT planning and consolidate unit Planning Reports
for submission to COMNAVRESINTCOM (Code 03).
g. Perform assist visits and inspections of unit training
departments and NRCIS units and report findings to RIAC and
commanding officer of subject unit.
h. Monitor number of CDI and SME available to units for
accomplishment to PMT.
i. Monitor status of PRT, GNT and PMT; of all RIA personnel
and provide recommendations to RIAC and RIPO concerning
prospective reassignments and related training requirements.
j. Review and recommend to the RIAC issues to be referred to
the TAB.
k. In coordination with DRIAC for Security, RIA SSO, and
others responsible, monitor required briefs of RIA personnel
(i.e. security, intelligence oversight, guides to conduct, etc.).
l. In conjunction with RIA Command Chiefs, monitor rate
training and advancement performance of all RIA enlisted
personnel. Implement training to enhance advancement
possibility.
8. Deputy RIAC, Intelligence Support and Security
a. Maintains liaison with the COMNAVRESINTCOM DCOS,
Intelligence Support and Security, Reserve Liaison and Reserve
Management Officers of appropriate Gaining Commands, and the
Intelligence Support Department Heads of subordinate units.
Reviews incoming messages and correspondence for items of
intelligence support interest, and ensures, in coordination with
the RIPO, that timely dissemination is made to units.
b. Performs visits and inspections of unit Intelligence
Support Departments. (COMNAVRESINTCOMINST 5040.1G)
c. Acts as or supervises the Security Manager of the RIAC
Staff. In conjunctions with RIA SSO, directs the RIA physical
security and security education programs and coordinates the RIA
Security Education Program and intelligence oversight training

d. Monitors and advises the RIAC concerning needs for
upgrading drill site facilities, including SCIF requirements.
e. Ensures proper SCIF management of RIA-managed SCIFs and

Ensures that SSOs are properly trained and certified. Interfaces
with DRIAC Resources and Information Management to monitor proper
management of ADP systems in NRIP-owned SCIFs.

9. Deputy RIAC, Resources and Information Management
a. Establishes and maintains management procedures for the
control of equipment and non-financial resources within the RIA.
b. Monitors and advises the RIAC concerning status and
action of plans for improvement and upgrading of drill site
facilities throughout the RIA for production and administrative
support including SCIF requirements. Plans, manages and requests
funding for RIA facilities and upgrades. (COMNAVRESINTCOMINST

c. Maintains records and inventory of NRIP-owned resources.
d. Traces and audits the financial process and systems and
all special funds in the RIA.
e. Establishes a facilities/equipment (including ADP) Risk
Assessment and disaster recovery plan for the RIA that minimizes
the impact of physical disasters caused by inadvertent,
intentional, or natural occurrences.
f. Directs the planning and administration of a management
information system, ensuring that data is available in a timely
and efficient manner and that the RIAC and all Staff components
have continuous access to accurate information concerning the
RIA.
g. Maintains RIA configuration control of ADP and other
communication systems within the RIA to ensure effective
management, maintenance and utilization of such resources.
h. Advises and assists the DRIAC, Training and Readiness in
the implementation of basic computer training and orientation
programs.
i. Implements information and ADP systems security
guidelines per established instructions and guidelines. Ensures
that all units are in compliance via command inspections and
works with appropriate RIAC Staff members to provide appropriate

j. Maintains close liaison with COMNAVRESINTCOM DCOS,
Resources and Information Management to ensure maximum
effectiveness in managing assets and preventing duplication of
efforts.
10. Deputy RIAC, Manpower Management
a. Maintains liaison with the COMNAVRESINTCOM DCOS, Manpower
Management, and with unit Commanding Officers, Recruiting
Officers, and Leading Chief Petty Officers, to facilitate
implementation of manpower policies and procedures.

b. Develops and manages the RIA's orientation and sponsor

c. Manages the Naval Reserve Command Intelligence Support

d. In coordination with the RIPO, monitors billet assignment
in the RIA for compliance with manning requirements and standards
and develop long-range plans for managing gains, losses, and
transfers to ensure continuing high personnel readiness.
e. In conjunction with the RIPO, manages the Direct
Commission screening and application process in the RIA.

11. Director, Basic Reserve Intelligence Training Programs.
Under cognizance of the Deputy RIAC, Training and Readiness and
in conjunction with the RIPO, performs the following functions:
a. Assists the DRIAC and the Unit Training and Readiness
Department Heads in defining the basic training requirements of
newly affiliated personnel.
b. Directs the Basic Reserve Intelligence Training (BRIT)
Program, including the scheduling of classes, coordination of
instructors, monitoring of performance, graduation exercises and
awards, and administration and coordination with the Training and
Readiness Department Heads and Commanding Officers of the units
to which BRIT students are regularly assigned.

c. Ensures that BRIT students receive regular career
counseling, all required special briefings (Intelligence
Oversight, etc.) and all training required in addition to BRIT
for the programs in which they are enrolled.
d. The regular reporting senior of the BRIT Director is the
RIAC.
STANDARD NRIP UNIT ORGANIZATION
1. Commanding Officer and Executive Officer. Each unit (except
the RIA COMNAVRESINTCOM IVTUs and the ONIHQ) shall have a
Commanding Officer and an Executive Officer who shall be selected
and appointed per COMNAVRESINTCOMINST 5400.5E and
COMNAVRESFORINST 1001.5A, the normal tour for each being two
years.
2. Leading Chief. Each Commanding Officer shall appoint a
senior enlisted member to primary or collateral duty reporting
directly to the Commanding Officer as the senior adviser on
matters of enlisted policy. This appointee shall be designated
Leading Master Chief, Leading Senior Chief, Leading Chief, or
Leading Petty Officer, as appropriate to the member's pay grade.
3. Department Heads. The Commanding Officer shall appoint the
following Department Heads, based on qualifications, scope of
responsibility, and individual career development for preparation
to assume positions of greater responsibility:
a. Administration
b. Training and Readiness
c. Intelligence Support
4. Security Manager. The Commanding Officer shall appoint a
Security Manager responsible for the duties of that billet as set
forth in OPNAVINST 5510.1H. The Security Managers may be
considered the equivalent of a Department Head.
5. Unit Special Security Officer. The Commanding Officer of a
unit operating in a Sensitive Compartmented Information Facility
(SCIF) shall appoint a unit SSO who shall have required SSO
training, and shall assist the RIA SSO in proper SCIF and SCI
material management; the Unit SSO may be considered the
equivalent of a Department Head.
6. Other Billets. The Commanding Officer shall establish other
primary and collateral duty billets as warranted by directive or
custom, or as necessary for effective functioning of the unit.
7. Unit Organizational Billets versus Mobilization Billets. Unit organizational billets established per this instruction are unrelated to mobilization billets as included on the Reserve Unit Assignment Document (RUAD). Organizational billet structure is established to ensure the efficient administration and operation of the unit. Mobilization billet structure is determined by
mobilization needs of the gaining command. All personnel will
achieve and maintain proficiency in both the organizational and

mobilization billets to which they are assigned. Commanding
Officers shall avoid the assignment of junior personnel to
primarily administrative unit duties until they are fully
qualified for their mobilization billet.
NRIP UNIT BILLET/FUNCTIONAL RESPONSIBILITIES
1. Commanding Officer. Duties are as assigned and in U.S. Navy
Regulations and COMNAVRESFORINST 5450.41A. The Commanding
Officer is also responsible for unit personnel retention. The
Commanding Officer reports directly to the cognizant RIAC and
reports for additional duty to the Commander or Commanding
Officer of the unit's gaining command.
2. Executive Officer
a. Acts as the direct representative of the Commanding
Officer, maintaining high military standards and general
efficiency in the unit.
b. Is responsible for the indoctrination of all personnel in
their duties, both military and administrative.
c. Keeps the Commanding Officer informed regarding the
training and qualifications of both officers and enlisted
personnel.
d. Is directly responsible for the good order and discipline
of all personnel.
e. Investigates all matters of discipline and conduct and
reports findings to the Commanding Officer.
f. Assists the Commanding Officer in the overall preparation
of the unit's planning calendar and command inspection materials.

g. Coordinates all activities of all departments to ensure

enlisted personnel.

affected member.
k. Actively participates in recruitment and retention.
l. Provides guidance to enlisted personnel on grooming and
uniform regulations.
4. Department Heads and Special Assistants - General. Heads of
departments and special assistants are generally responsible for
the overall administration and organization of their respective
departments. The general duties of heads of departments include
the following:
a. Recommend to the Commanding Officer primary and
collateral duty assignments for personnel assigned.
b. Prepare and maintain up-to-date instructions on
operational and administrative matters under the cognizance of
the department.
c. Maintain and account for equipment assigned and for the
security of classified matter.
d. Ensure performance of all functions and tasks assigned to
the department, in accordance with directives and the applicable
NRIP functional manual.
e. Prepare and execute departmental sections of the unit's
planning calendar.
f. Advise the Commanding Officer of resource requirements
for effective performance of assigned departmental tasks.
g. Draft officer fitness reports and enlisted evaluations on
assigned personnel.
5. Administration
a. Assists and advises the Commanding Officer in all matters
pertaining to the internal administrative/personnel activities of

b. Assists the Executive Officer in all matters pertaining
to the efficient internal administration of the unit.

l. Reviews unit directives for format prior to promulgation.
Maintains file and publishes a periodic listing of unit

m. Ensures availability of all current directives from
higher authority which are applicable to the unit.

n. Advises the Commanding Officer on preparation of
recommendations for personal awards and other recognition
actions. (COMNAVRESINTCOMINST 1650.4A)
6. Training and Readiness Department Head. The unit Training
Officer is responsible for the overall organization and
administration of unit training and readiness in accordance with
COMNAVRESINTCOM Instructions 1500.4, 3810.1F, 3820.1J, 3870.1F,
5370.2D, 5510.1C and 6110.1A and the applicable directives and
instructions of senior commands. Specific duties and
responsibilities includes:
a. Preparing the training sections of the unit planning
calendar and maintain required training records.
b. Liaison with the RIPO and DRIAC in regard with receipt of
information pertaining to training and readiness and with the
cognizant Educational Services Office in regard to the timely
availability of advancement materials and recommendations.
c. Interview newly reported personnel to ascertain readiness
status and develop appropriate individual training plan.
d. Conduct career counseling and advise and/or establish AT
selections, together with assuring that AT applications are
properly submitted and maintained.
e. Develop and promulgate 5 yr. AT and NITRAS Plan as
required.
f. Develop a unit-based training plan for efficient and
timely integration and training of new personnel in regards to
the unit's specific mission (i.e. MRP, RISP, etc.).
g. Review and update Individual Readiness Assessment
Designators (IRADs) in the Reserve Training Support System
(RTSS).
h. Review applications for assignment to NOBCs and NECs
prior to review by Commanding Officer.
i. Develop and conduct PMT, GNT and other unit-based
training.
j. Ensure presentation and recordation of required special
briefings.
k. Recommend correspondence courses and provide guidance to
unit personnel in applying for such courses and professional
training.
l. In conjunction with Unit Command Chief/Leading Petty
Officer, maintain an advance-in-rate requirements
charts/checklist for all unit enlisted personnel and advises the
Commanding Officer concerning the advancement process of enlisted
personnel. Also, prepare recommendations for advancement for
consideration and timely submission by Commanding Officer.

m. Maintain report of training for all unit training and
maintain individual training records in accordance with
directives.
n. Schedule and have presented all required briefings.
o. Schedule and serve as Chair of Planning Boards for
training.
7. Intelligence Support
a. Assists and advises the Commanding Officer in matters
pertaining to mobilization readiness training and the unit's
intelligence support projects. (OPNAVINST 3880.5A)
b. Maintains liaison with the Reserve Liaison Reserve
Management Officer and other appropriate officers of the gaining
command or other active force commands sponsoring unit
intelligence projects.
c. Assigns department personnel to intelligence support
project duties appropriate to their skills, individual training
plans, and the requirements of assigned projects.
d. Provides timely advice to the Commanding Officer, RIPO,
appropriate DRIACs, and appropriate Reserve Liaison Officers
concerning the supplies and facilities required for the
successful completion of unit projects.
e. Maintains security of assigned spaces and materials.

f. Maintains a system of accountability for production
materials and equipment.
g. Coordinates with the Training and Readiness department
head in developing individual and unit AT plans which will comply
with gaining command AT requirements and contribute to the skills
level and mobilization readiness of assigned personnel.
h. Coordinates with the Training and Readiness department
head in developing standards for certification of individual
mobilization readiness (readiness level "1") for unit personnel.
i. Develops and implements production schedules and target
dates for project completion.
j. Assigns Project Managers to manage specific projects or
project segments as appropriate and trains and supervises them in
the performance of their duties.
k. In conjunction with the primary customer, develops and
implements a system for ensuring the quality of finished
products.
l. Supervises the unit's briefer training program and
intelligence support to other reserve units.
8. Recruiting Officer/Petty Officer
a. Under direction of the Commanding Officer with guidance
from the Deputy RIAC, Manpower Management and in cooperation with
Recruiting Officers of other RIA units, manages and coordinates
unit efforts in support of the RIA-wide officer and enlisted
recruiting effort, with emphasis on recruiting to fill current

b. Ensures compliance with the NRIP Indoctrination Program
for newly-affiliated members. (COMNAVRESINTCOMINST 5351.1A)
9. Security Manager
a. Performs duties as set forth in OPNAVINST 5510.1H.
b. Advises the Commanding Officer on matters pertaining to
personnel security and the Intelligence Support Officer on
physical and information security.
c. Conducts an ongoing program of Security Education for all
personnel. (COMNAVRESINTCOMINST 5510.2C)
d. Maintains a record of security clearances of all assigned
personnel and a tickler/notification system to ensure that SSBIs
are promptly initiated. (COMNAVRESINTCOMINSTs 5510.4B, and
5529.1)
e. Ensures that all personnel entering unit spaces are
properly identified and cleared for entry and/or provided with
appropriate escort.
f. Ensures that all personnel are aware of proper procedures
to report breaches of security and proper procedures for using
ADP systems in a classified environment. (COMNAVRESINTCOMINST

10. Unit SSO. After being properly trained and designated, performs the function of assistant to the SSO of the SCIF in which the unit drills. Takes positive custody of the unit SCI materials from the facility SSO and is responsible for safeguarding and accounting for those materials.
