1. Purpose. To establish Naval Reserve Intelligence Program (NRIP) procedures for nomination and selection of Reserve Intelligence Area Commanders, NRIP unit Commanding Officers and Executive Officers, and assignees to other 05 and 06 pay billets, in accordance with references (a) through (c).

2. Cancellation. COMNAVRESINTCOMINST 5400.5D.

3. Background. Policies for the nomination and selection of RIACs, COs, XOs, and assignees to other 05/06 billets are issued by COMNAVRESFOR and COMNAVAIRESFOR. The importance of these key leadership positions cannot be overemphasized. The needs of the NRIP dictate that only the most qualified persons are nominated for these assignments. Nomination boards must, therefore, be well-organized, impartial, and thoroughly informed on all eligible candidates, as well as on the desired qualification and eligibility criteria for each position.

4. Selection of Reserve Intelligence Area Commanders

a. Guidance. The RIAC is a key member of the NRIP national management team as well as the leader principally responsible for individual and unit performance throughout the RIA. In addition to the qualities desired of unit Commanding Officers, the RIAC must have broad executive abilities. The RIAC must be able to devote extraordinary time and energy to NRIP affairs on an "as needed" basis, must command respect within the Naval Intelligence

profession, and must be able to represent the NRIP favorably within the regional Naval Reserve community. He or she must have a proven record in command billets; be a strong administrator; and be able to deal impartially and judiciously with personnel matters of a sensitive nature. The RIAC must be able to manage through a staff and exert leadership over the variety of units and billets present in the RIA. In assessing qualifications, special consideration shall be given to prior service as COMNAVRESINTCOM Chief of Staff or a Deputy Chief of Staff, because of the broad exposure to national issues affecting the NRIP which results from such service and in recognition of the personal dedication that such service evidences. In addition, past performance as the RIA Chief of Staff, a Deputy RIAC, or other member of the RIAC staff should be considered.

b. RIAC Tenure. Tenure of RIACS will generally be two years; however, COMNAVRESINTCOM may recommend to COMNAVAIRESFOR shortening or lengthening that term on an individual basis and within the limitations of eligibility. Command tenure limits of reference (a) apply to the RIAC assignment; however, waivers of tenure limits will be considered when sufficient justification exists. No later than 15 February, COMNAVRESINTCOM will notify all RIACS of their status with regard to continuation for the following fiscal year.

c. Notice of Open RIAC Positions. Prior to 1 March, COMNAVRESINTCOM will announce those RIAS in which a replacement RIAC needs to be selected for the next fiscal year, and solicit applications from qualified applicants throughout the NRIP. Close liaison among incumbent RIACs, LACAIR/COs of cognizant air activities, and Readiness Commanders (for surface program units) is required to ensure that all eligible 1635 designated officers are made aware of the process and provided the opportunity to apply for RIAC billets as applicable and desired.

d. Eligibility Criteria. Applicants for RIAC assignment must meet the following eligibility requirements:

(1) Be a 1635 designated Captain.

(2) Not be subject to mandatory retirement due to age or other statutory or regulatory limitations during the upcoming fiscal year.

(3) Have a current, favorably adjudicated SBI/SSBI/PR.

e. Application Procedure. Applicants will apply by letter to the cognizant RIAC via the appropriate chain of command; these letters must reach the RIAC by 1 May. Applicants currently assigned to a RIA other than that for which they are applying should apply via their current chain of command through the RIAC

level. Members of ONI HQ 0170 and the COMNAVRESINTCOM Management IVTU should apply via CO, ONI HQ 0170. Applications must include at a minimum the following information:

(1) A current typed Officer Qualification Questionnaire (CNAVRES 1301/4).

(2) A current Naval Reserve Qualifications Questionnaire (NRPC 1200/1).

(3) A current full-length photo in Summer Khaki.

(4) Results of most recent PRT including height/weight and, if necessary, body fat determination.

(5) Results of most recent adjudicated SBI/SSBI/PR.

Submission of copies of Fitness Reports for the past five years and an Officer Summary Record is strongly encouraged but not required. Enclosure (1) provides a sample format for the application.

f. Screening and Nomination Procedures. COMNAVRESINTCOM will convene a nomination board in July to consider all applications and select nominees for forthcoming vacant RIAC assignments. However, to ensure proper consideration of local needs and circumstances, each RIAC will first evaluate all applications for command of his/her RIA. The RIAC will: consolidate all applications; verify applicant eligibility; comment on applications, as desired, for consideration by the nomination board; rank order all applicants; and forward complete application packages to reach COMNAVRESINTCOM before 1 July. Enclosure (2) provides a sample format for the forwarding letter.

g. Nomination Board Actions and Membership. The RIAC nomination board will consider all applicants for each RIAC position to be filled, review the recommendations of the incumbent RIAC, select a primary nominee and two alternate nominees (if at least three qualified officers apply) for each vacancy, and forward these nominations to COMNAVAIRESFOR by 20 July in the format of enclosure (3). The COMNAVRESINTCOM Chief Staff Officer is responsible for receipt of all applications, administrative arrangements for board proceedings, and retention and ultimate destruction of all notes and records. The nomination board shall be conducted in accordance with reference (b), and shall consist of the following five numbers:

(1) COMNAVRESINTCOM - President

(2) Deputy COMNAVRESINTCOM.

(3) An incumbent or former RIAC.

(4/5) Two 163X Captains not in contention for a RIAC assignment.

h. Interim RIAC Assignments. In the event that an unanticipated vacancy occurs, COMNAVRESINTCOM will appoint an interim RIAC meeting eligibility criteria. RIAC billets filled

in this manner will be considered to be coming vacant at the next regular selection cycle, and the interim appointee may apply for selection through the competitive process.

5. Selection of Pay Unit Commanding Officers

a. Guidance. The procedures for selection of pay unit commanding officers will be in accordance with reference (b) and as amplified in this directive. Nominations for unit commanding officers will be based upon qualifications, command potential, and the needs of the particular unit. A special effort should be made to provide maximum command opportunity, but the best interests of the Navy must be given priority. Although CO nominees should preferably be fully qualified for their mobilization billets, first consideration should be given to the nominee's ability to ensure maximum mobilization readiness of the unit. Among factors to be considered in assessing command potential are: leadership (ability to set imaginative goals and inspire high performance from others); administrative and managerial ability; judgment; dependability; military bearing, professional knowledge; energy and enthusiasm; desire to excel; and health and physical fitness. In assessing qualifications, special consideration should be given to prior service as a member of the COMNAVRESINTCOM staff or the RIA staff because of the broad exposure to NRIP management issues which results from such service. Officers having such experience should generally be given preference over otherwise similarly qualified officers lacking staff experience.

b. Command Tenure. Tenure of unit CO's will generally be two years. Unless one of the conditions cited below is present, COs in their first year of command will be continued in command for a second year of tenure without formal screening or nomination board process. (However, the conditions cited should not be construed as prohibiting continuation, since waivers can be secured in cases of sufficient justification.)

(1) Performance has been below standards, or the gaining

command has requested that the officer not be continued.

(2) Officer is a selectee for promotion and will be in overgrade or over-ceiling status upon promotion. (Alternatively, in such cases the officer concerned may be transferred administratively to the IVTU upon promotion, but given additional duty (ADDU) orders to continue in the capacity of CO of the unit).

(3) Officer's appointment to another position is in the best interests of the service.

(4) Continuation would result in exceeding the command tenure limits of reference (a).

(5) Officer is subject to mandatory retirement prior to the end of the second year.

(6) Officer's own request.

(7) Other extraordinary circumstances.

c. RIAC's Forecast of CO Vacancies. Prior to 1 February, RIACs shall submit to COMNAVRESINTCOM a consolidated list of units in the format of enclosure (4) identifying:

(1) Units for which the CO is in his or her first year of tenure, and continuation is recommended.

(2) Units for which the CO is in his or her first year of tenure and continuation is not recommended, including the reason for this recommendation (which may or may not be adverse.)

(3) Units for which the CO is in his or her second year of tenure, and for which the CO position will come vacant.

(4) Units for which the CO is in his or her second year of tenure, but further continuation is recommended, including substantive and compelling justification (which can be the basis for a waiver request to COMNAVAIRESFOR).

d. National Notification of Open CO Opportunities. Prior to 1 March, COMNAVRESINTCOM will consolidate all RIAC forecasts and then issue a single announcement listing all forthcoming unit CO vacancies and soliciting applications from qualified applicants throughout the NRIP. Close liaison among RIACs, LACAIRs, and Readiness Commanders is required to ensure that all eligible 1635 officers are made aware of the process and provided the opportunity to apply for command as applicable and desired. The consolidated national notification of CO vacancies is not meant to preclude a local announcement by the RIAC, if desired.

e. Eligibility Criteria. Applicants for NRIP Unit CO assignment must meet the following eligibility requirements:

(1) Hold designator 1635.

(2) Be eligible for assignment to a mobilization billet in the unit, according to the billet criteria specified in the Reserve Unit Assignment Document (RUAD).

(3) Not exceed command tenure requirements of reference (a) unless a compelling need, justifying a waiver request to COMNAVAIRESFOR, can be cited.

(4) Not be subject to mandatory retirement due to age or other statute or regulation during the upcoming fiscal year.

(5) Have a current, favorably adjudicated SBI/SSBI/PR.

f. Seniority Within Unit. As a COMNAVAIRESFOR appointee, the CO takes precedence over all other members of the unit, regardless of seniority. An officer appointed to command by competent authority thereby becomes the senior member of the unit. It is COMNAVRESINTCOM policy that no other officer assigned to a unit be serving in a grade higher than that of the CO, but relative seniority within grade (i.e., by date of rank) need not be maintained if the interests of the unit are best served by such appointment.

g. Application Procedure. Applicants for NRIP Unit CO assignment will apply by letter to the cognizant RIAC via the appropriate chain of command; these letters must reach the RIAC by 1 May. Applications for assignment as CO, ONI HQ 0170 will apply to COMNAVRESINTCOM via their current chain of command. Applicants who desire to be considered for more than one assignment within a RIA may do so with a single application, and may specify an order of preference, if desired. Applicants currently assigned to a RIA other than that to which the unit belongs should apply via their current chain of command through the RIAC level. Members of ONI HQ 0170 and the COMNAVRESINTCOM Management IVTU should apply via CO, ONI HQ 0170. Applications must include at a minimum the following information:

(1) A current typed Officer Qualification Questionnaire (CNAVRES 1301/4).

(2) A current Naval Reserve Qualifications Questionnaire (NRPC 1200/1).

(3) A current full-length photo in Summer Khaki.

(4) Results of most recent PRT and height/weight and, if necessary, body fat determination.

(5) Date of most recent adjudicated SBI/SSBI/PR.

h. Nomination Board Procedures and Membership. In each RIA in which forthcoming vacant CO billets have been announced, the RIAC, in coordination with the cognizant LACAIR, will convene a nomination board in May or June. This board will review, evaluate, and verify eligibility of all applicants, and will submit a primary and two alternate nominees (if at least three eligible officers apply) for each vacancy. An alternate nominee should not be the primary nominee for command of another unit (although the same officer may be alternate nominee for more than one unit), and alternate nominees must meet all eligibility criteria for command of the unit. The nomination board will forward its recommendations, together with Officer Qualification Questionnaires (CNAVRES 1301/4) for all primary and alternate nominees, to be received by COMNAVRESINTCOM before 1 July. Enclosure (6) provides a sample format for reporting the results of the nomination board. Conduct of this board shall be in accordance with reference (b). The RIAC is responsible for receipt of all applications, administrative arrangements for board proceedings, briefing the board members concerning unique needs of the RIA and units, reporting board results on behalf of the board president, and retention and ultimate destruction of all notes and records. A SELRES flag officer appointed by COMNAVAIRESFOR (Code 55) will preside over the nomination board. Because reference (b) requires that a flag officer preside over the nomination board for air unit COs, RIACs and LACAIRs should coordinate the scheduling of these boards to allow the same flag officer appointee to participate in both boards, if possible.

Membership of the board both be as follows:

(1) SELRES flag officer appointed by COMNAVAIRESFOR - President.

(2) Incumbent RIAC.

(3) LACAIR or his designee.

(4) RIPO, unless otherwise directed by COMNAVRESINTCOM.

(5) A 163X Captain not in contention for any of the positions being considered.

i. Criteria for Selection. By their nature, command nomination boards perform both a screening function in evaluating the qualifications of applicants, and a detailing function in matching available personnel to the billet needs of the RIA as a whole. To this end, the RIAC should take an active role in advising the President and other board members of unique needs and circumstances related to staffing of units and of the RIA staff. In selecting nominees for unit command, it is important to closely match the requirements of both the program in general, and the specific unit in particular, with the qualifications and records of individual applicants.

j. COMNAVRESINTCOM Endorsement of Nomination Board Reports. COMNAVRESINTCOM will review reports of all CO nomination boards, and will consolidate and forward all nomination board reports to arrive at COMNAVAIRESFOR by 20 July, explaining fully any cases of non-concurrence with the nomination board's recommendations. Enclosure (7) is a sample format for this forwarding letter.

k. Interim CO Assignments. Interim CO assignments will be made in accordance with reference (b).

6. Selection of Pay Unit Executive Officers and Other Senior Officers. Reference (a) requires formal screening board action to determine eligibility and qualification of personnel for assignment to all O5 and O6 pay billets. In addition, COMNAVRESINTCOM policy is that executive officers, regardless of grade, be selected by board action. To comply with these policies, the board which is convened in accordance with paragraph 5 above to nominate commanding officers should also select executive officers and screen applicants for all other O5 and O6 billets in Category A units, including Naval Reserve

Command Intelligence Support (NRCIS) billets. For other than CO/XO billets, it is recommended that the board screen applicants to select a list of best qualified candidates equal in number to the number of expected 0-5 and 0-6 vacant billets plus two alternates (if a sufficient number of qualified candidates are available), and that the RIAC subsequently detail selectees to specific billet assignments. This added flexibility will greatly reduce the requirement for holding additional boards as a result of unforeseen billet or personnel changes. Requirements specific to the selection of executive officers and other senior officers are as follows:

a. National Notification of Anticipated O5/O6 Vacancies. Prior to 1 March, RIACs shall submit to COMNAVRESINTCOM a forecast of anticipated O5 and O6 vacancies, with the exception of unit CO vacancies (which are submitted separately). The difficulty of forecasting these vacancies accurately is recognized; however, to minimize subsequent ad hoc announcements and selections, RIACs should make every effort to be as accurate and complete as possible in compiling these forecasts. A sample format is given in enclosure (8). COMNAVRESINTCOM will consolidate all RIAC submissions and issue a single national announcement of all forthcoming NRIP unit and NRCIS O5 and O6 billets. The issuance of this consolidated announcement does not preclude a local announcement of vacancies by the RIAC.

b. Application Procedures. Applications for assignment to executive officer or other O5/O6 billets should follow the format and content prescribed above for CO applications. Applicants may, where appropriate, apply for CO, XO, and/or other senior officer billets in a single application letter.

c. Selection Announcement. Assignments to billets other than CO billets require no further approval and may be assumed final. However, because applicants for XO and other senior officer billets are often also applicants for CO billets, RIACs will withhold announcement of XO and other O5/O6 selections until after the announcement of selections for CO billets by COMNAVAIRESFOR.

7. Selection of COs and XOs of IVTUs. Authority to appoint COs of VTUs is delegated by reference (a) to the cognizant order-writing authority (LACAIR in the case of IVTUs). However, it is COMNAVRESINTCOM policy that selection of COs and XOs of IVTUs be by formal board action. Accordingly, RIACs, in conjunction with cognizant LACAIRs, shall convene local boards as needed to consider applicants and make selections for these assignments. Because the IVTU CO frequently serves as RIA Chief of Staff, it is desirable in cases in which a RIAC turnover is pending to delay the convening of this board until after the announcement of the prospective RIAC's selection, and to involve that officer as a member of the IVTU CO/XO selection board. Precepts, eligibility, and selection procedures are generally as for Category A units, except that only local announcement of the vacancies is required, and the tenure limits of reference (a) are

not applicable. Membership of the IVTU CO/XO selection board shall be as follows:

(1) LACAIR or his designee

(2) Incumbent RIAC

(3) RIPO

8. Forms

a. Officer Qualification Questionnaire (CNAVRES 1301/4) has been discontinued by COMNAVRESFOR. However, the information provided on this form is considered essential to an adequate evaluation of an officer's experience and qualifications. Accordingly, applicants should continue to use locally reproduced copies of the OQQ form until an acceptable substitute becomes available.

b. Naval Reserve Qualification Questionnaire (NRPC 1200/1) is mailed annually from NRPC to individuals. Additional copies may be obtained from Naval Reserve Personnel Center (Code 22), 4400 Dauphine Street, New Orleans, LA 71046-7800.

c. Officer Summary Record is available to officers on request from Chief of Naval Personnel (Pers-32), Washington, DC 20370-5320. Requests must contain name, rank, SSN, designator, mailing address, daytime telephone number, and officer's signature.
