Subj: RIAC QUARTERLY COMMENTS

1. Purpose. To establish a formal mechanism by which RIACs
advise headquarters quarterly of the general state of the RIA and
of any items of particular interest or concern.
2. Background. Quarterly RIAC comments were required by the old
Automated Quarterly Management Report (AQMR). However, with the
delay between cancellation of the AQMR and implementation of the
Automated Information Management System (AIMS), guidance on
submission of quarterly comments became unclear. Moreover, a
wide disparity grew among RIAs in the type and length of comments
submitted. This directive is being issued in order to make RIAC
comments more consistent, meaningful, and useful.
3. Policy. Submission of quarterly comments by the RIAC
provides a systematic method by which RIAs can communicate to the
Commander, Deputy Commander, and national staff their specific
concerns, problems, and successes. Comments should not be a
regurgitation of AIMS data and unit comments, but rather a
synthesis and management analysis of RIA data and unit comments
from the RIAC's perspective. RIACs should consider commenting on
all functional areas and any other areas he/she considers
appropriate or necessary.
4. Action.
a. Submission schedule. RIACs will submit quarterly
comments to reach headquarters no later than the 15th of the
month following the end of the quarter. Submit via any media:
BBS, hardcopy, or fax.
b. Format. A suggested outline for RIAC comments is at
enclosure (1). This outline will serve as a checklist of issues
RIAs should consider addressing. It is not expected that each
issue will be addressed each time; however, regardless of which
issues are addressed, please address them in the order given in
enclosure (1). Moreover, do not interpret the length of the
enclosure (1) list as requiring lengthy comments. There is no
"expected" length.
c. Required comments. The following comments are required,
when applicable:
(1) Analysis of advancement results, specifically, why
didn't TIR-eligible or TIR and exam-eligible personnel take the
exam. These comments will be submitted only for the quarters in
which exam results are received.
(2) Unacceptable conditions of drill site facilities,
including berthing and messing, drill spaces and SCIF access,
required equipment and support materials, and connectivity.
d. Unless otherwise specified, provide comments, not data;
data will be provided by AIMS. Quarterly comments are not
necessarily tied to AIMS, i.e., they are not "AIMS comments."
5. Report. "RIAC Quarterly Comments"(COMNAVRESINTCOM 5200-1) is
the only recurring general text report required from the RIAs.
This report has been approved for three years from the date of
this directive. Any other similar reporting which may have been
previously tasked is hereby cancelled. Recurring AIMS data
reporting will be addressed in a forthcoming AIMS directive.
