Oversight Inspection

1. Purpose. To establish the 18-month Intelligence Oversight inspection.

2. Cancellation. COMNAVRESINTCOMNOTE 5040 of 31 August 1991.

3. Discussion. Reference (a) requires the inspection of Naval Intelligence activities for compliance with Intelligence Oversight provisions every 18 months. Since references (b) and (c) require command inspections on a three-year cycle, so inspections that review only intelligence oversight compliance must be conducted approximately 18 months following each command inspection.

4. Action.

a. COMNAVRESINTCOM will inspect each RIA for intelligence oversight compliance every 18 months, once during the triennial command inspection and once during an intelligence oversight only inspection 18 months following the command inspection. The schedule for these inspections will be promulgated to the Navy IG and to RIACs by 15 July for the following fiscal year. Inspections will be conducted by the COMNAVRESINTCOM Deputy Commander, as Senior Inspector, accompanied by the Commander and other such personnel as may be designated by the Commander.

b. RIACs will inspect each of its units (except IVTU) for intelligence oversight compliance every 18 months, once during the triennial command inspection and once during an intelligence oversight only inspection 18 months following the command inspection. RIACs will determine the schedule for these inspections and furnish this schedule to units and to COMNAVRESINTCOM by 15 July for the next fiscal year. Inspections will be conducted by the RIAC as Senior Inspector, assisted by such other personnel as the RIAC may designate.





c. During the 18-month (intelligence oversight only) inspection, the RIAC/unit CO shall brief the inspection party on the activity's missions, functions, and any areas of special concern. The inspecting officer shall ensure that all provisions of references (a) and (e) are appropriately examined. Major deficiencies in Intelligence Oversight shall be reported to the Naval Inspector General via the chain of command.

8. Reports. Inspection reports will be prepared in the format of enclosure (1) and forwarded within 30 days of the date of inspection. COMNAVRESINTCOM will forward RIA reports to the RIAC, and the RIAC will forward unit reports to COMNAVRESINTCOM, copy to the inspected unit. Within 60 days following receipt of the inspection report, the inspected activity shall forward reports of corrective action taken.

2. Scope of Inspection. Compliance with intelligence oversight requirements, as addressed in references (b) and (c), was reviewed.

3. Overall Evaluation. The overall inspection grade is (SATISFACTORY/UNSATISFACTORY).

4. Satisfactory Areas with Recommendations for Improvement The unit has complied with (ALL/MOST) intelligence oversight requirements. Under OPNAVINST 5040.7K, requests for this report, portions thereof, or correspondence related thereto, from a source external to the Department of the Navy shall be promptly referred to Reserve Intelligence Area Commander, Area _____, who shall further refer the request with recommended action thereon to the Naval Inspector General for Navy Department coordination and clearance. Holders of this report shall strictly observe this caveat.

11. Action. Within 60 days of receipt of this report, comments will be forwarded by Commanding Officer, (Unit) to RIAC, Area , concerning action taken to correct unsatisfactory areas and to address those satisfactory areas where recommendations for improvement are included. A status report will be forwarded quarterly thereafter until action is completed.
