Subj: WATCHSTANDING REQUIREMENTS

1. Purpose. To issue command watchstanding organization and procedures, per reference (a).

2. Cancellation. COMNAVRESINTCOMINST 3070.1A.

3. Action. This instruction applies to all active duty members of the COMNAVRESINTCOM headquarters in Dallas. It is understood that every situation cannot be covered by an instruction, and each watchstander must exercise initiative and sound judgment whenever unusual situations arise.

4. Organization.

a. Watchstanders. All active duty members except the Deputy Commander will stand watches as outlined below.

b. Senior Watch Officer. Any E-7 or above, as assigned.

c. Watch Bill Coordinator. Any E-6 or above, as assigned.

d. Command Duty Officer (CDO). All E-7's and above.

e. Officer of the Deck (OOD). All E-6's and below.

f. Assistant Officer of the Deck (AOOD). All E-6's and below.



5. Procedures.

a. Watch bill. The watch bill will be written by the Watch Bill Coordinator and signed by the Senior Watch Officer prior to the 25th of each month for the next successive month. All watches will be for a period of one week beginning on Sunday at 0730. The watch will consist of three members: the CDO, 00D, and AOOD.

b. Duties. During other than normal work hours, the watch is a phone watch only. During his/her duty, each watch team member must be reachable by phone and must be able to travel to the base within 45 minutes of being contacted. Each watch team member must have a copy of reference (b) at his/her residence at all times. In addition, following are the duties of the respective watches:

(1) CDO must be able to perform the following:

(a) Contact any member of the program including active and Selected Reserve staff, Reserve Intelligence Area Commanders (RIAC) and Reserve Intelligence Program Officers (RIPO).

(b) Initiate a staff recall.

(c) Initiate a Special Incident Report (OPREP-3) or Unit Situation Report (UNIT SITREP), per reference (c).

(d) Respond to Alert Conditions (LERTCONs), per reference (d).

(2) OOD will perform the duties shown in enclosure (1).

c. Leave/Temporary Additional Duty (TAD)/Exchange of Duty. All leave/TAD requests will be chopped through the Watch Bill Coordinator by the 25th of the month. For exchanges of duty, notify the Watch Bill Coordinator verbally at least one day ahead of time.

OOD DUTIES


1. Mornings:

a. Open the office by 0725 (0645 on drill weekends) if not already opened. Check the building and inside spaces, ensure safes are locked and windows are not open. Unlock all doors to the administrative spaces.

b. If you are the first one aboard, make coffee.

c. Make the message run to the communications center in Building 2 prior to 0830 and pick up the message traffic and message diskette. Place the message traffic and diskette in an approved secure container and return immediately to the command. Turn the message traffic and diskette over to an appropriately cleared admin person for processing.

d. If the Admiral is onboard ensure his flag is raised with appropriate decorum. If Admiral's flag is raised prior to 0800, then at 0800 raise the U.S. Flag. If Admiral's flag is raised at 0800 or later, raise both flags at the same time.

2. Daily:

a. The duty person shall man the phone during the lunch hour, normally 1130-1230. Swaps of telephone duty can be made; however, any swap must have approval of the Chief Staff Officer, the Administrative Officer, or the Deputy Commander.

b. Act as the duty driver as necessary.

c. In the absence of the Mail Control Yeoman, pick up regular mail and guard mail and return immediately to the command. Turn mail over to an admin YN for processing.



3. Afternoons:

a. Prior to 1630 (1800 on Friday and Saturday of drill weekend) ensure the following tasks are completed:

(1) Ensure that the safes are closed and locked. If the safes are secured, initial and note the time you checked the safe in the appropriate column on the SF-702 located on each safe. This procedure shall be done regardless of whether or not the safes were opened during the day.

(2) Remove all trash from the building. Check the coffee mess to ensure it is secured for the night; clean it if necessary. Put additional sodas in the refrigerator, if required.

(3) Ensure that the U.S. Flag and the Admiral's flag are hauled down.

(4) If you are not the last one to leave the building, make a physical security check by walking through all spaces. If you are not the last active duty person aboard, then do a face-to-face turnover with the senior "active-duty" person in the building. Inform him/her who is in the building and that you have checked the safes and that the building is either ready to be secured or not. Make an appropriate entry in the turnover notebook before securing for the day. If no "active duty" person is aboard, ensure that the senior person remaining knows how to secure the building properly, how to fill out the physical security checklist, and how to set the alarms. Make an appropriate turnover notebook entry before departing.

(5) If you are the last one to leave the building, ensure the physical security checklist is completely filled out and initialed. Make an appropriate entry in the turnover notebook, set the alarms, lock the building, and depart.

b. Unless you are the last person out, you are not required to complete the physical security checklist. However, it is your responsibility to make sure that the safes are both secure and locked. Make sure you fill out the "checked by" column on the SF-702 with your initials and a time. It is also your responsibility to do a physical walk-through of the building prior to turning over and securing for the day.

4. Admiral's flag. Will be raised with appropriate decorum whenever the Admiral is aboard the headquarters spaces unless the REDCOM Admiral is senior and aboard. It will be hauled down whenever the Admiral leaves for the day or at the end of regular working hours, whichever is later.

5. Drill weekends. Normal duty hours in the spaces for the OOD on drill weekends are as follows: Friday, 0725 - 1800; Saturday, 0645 - 1800; Sunday, 0645 - 1730.
