Subj: NAVY PERFORMANCE EVALUATION AND COUNSELING SYSTEM FOR THE
NAVAL RESERVE INTELLIGENCE PROGRAM

1. Purpose. To provide guidance in amplification of
reference (a) in order to ensure consistency in the administration of
the Navy Performance Evaluation and Counseling System throughout the
Naval Reserve Intelligence Program (NRIP).
2. Cancellation. COMNAVRESINTCOMINST 1610.1.
3. Background. Reference (a) establishes basic procedures
for administration of the Navy Performance Evaluation and Counseling
System throughout the Navy. References (b) and (c) define regular
reporting senior relationships in the NRIP. This directive provides
specific guidance in the implementation of reference (a), including
delegation and documentation of counseling, and the submission of
summary letters.
4. Identification of Regular Reporting Seniors. For
officers, the regular reporting senior is the officer to whom a
member reports for duty, or other person assigned as reporting senior
in the member's orders. For enlisted members in the grades of E4 and
below only, chief petty officers (E7-E9) may act as reporting
seniors. In accordance with references (b), and (c), regular
reporting senior relationships within the NRIP are as follows:
a. COMNAVRESINTCOM (00) is regular reporting senior for the
following personnel:
(1) Reserve Intelligence Area Commanders (RIACs).
(2) Members of the COMNAVRESINTCOM inactive duty staff (E7 thru
06). EVALs on inactive E-6s and below are delegated to the
supervising DCOS.
(3) All attendees of MG-1 and MG-5.
b. Deputy Commander (00A) will sign fitreps/evals on all
RIPOs/ARIPOs and Headquarters active duty staff.
c. RIACs are regular reporting senior for the following
personnel:
(1) Commanding Officers of NRIP units in the RIA.
(2) Members of the RIA staff (both active and Selres), except for
RIPO and Assistant RIPO, where assigned. In the case of RIPOs and
ARIPOs, the cognizant RIAC will provide complete fitness reports
inputs, including grade recommendations and comments, to
COMNAVRESINTCOM when requested. IDT orders for drilling reserve
members of the RIA staff will specifically designate the RIAC as
regular reporting senior.
d. NRIP Unit Commanding Officers (COs), are regular reporting
seniors for members assigned to their respective units.
5. Identification of Immediate Superior in Command (ISIC).
Reference (a), enclosure (2), annex B stipulates specific
responsibilities of the ISIC when a subordinate Commanding Officer
has not submitted and/or is unable to submit FITREPs and EVALs in a
timely fashion.
a. COMNAVRESINTCOM is the ISIC for all RIACs and shall be
responsible for ensuring the timely and correct completion and
submission of FITREPs, EVALs and Summary Letters by RIACs required by
reference (a).
b. RIACs are the ISIC for their respective RIAs and are
responsible for the timely and correct completion and submission of
FITREPs, EVALs, and accompanying Summary Letters by unit COs under
their cognizance, in accordance with the provisions of reference
(a).
6. Concurrent Reporting Seniors. Within the NRIP,
concurrent FITREPs and evaluations are appropriate in the following
cases:
a. When a RIA IVTU member is cross-assigned in writing to
an NRIP unit within that RIA, and participates in regular unit
operations. In such cases, the RIAC retains responsibility as regular
reporting senior. Reference (a) authorizes the supported unit CO to
submit a concurrent fitness report or evaluation, based on the CO's
closer observation of the assigned member's performance. The regular
reporting senior may permit this concurrent report or evaluation to
satisfy the reporting senior's regular reporting requirement, or to
submit a separate regular fitness report or evaluation on the member.
The regular reporting senior is responsible for day-to-day continuity
in FITREP/EVAL coverage, while the concurrent reporting senior is
generally in the best position to ensure meaningful performance
coverage. Close coordination between regular and concurrent reporting
seniors is desirable.
b. When an officer or enlisted member is ADDU-assigned to the RIA
Staff from a unit. In this case, the RIAC will originate the
concurrent report and forward it via the member's unit commanding
officer.
7. Comparison Groups. Reference (a) requires that members
reported on be separated into appropriate comparison groups. NRIP
reporting seniors will consider officers in command assignments as
follows:
a. COMNAVRESINTCOM will compare RIACs separately from members of
the COMNAVRESINTCOM staff. The NR ONIHQ 0170 Chief of Staff will be
ranked with other COMNAVRESINTCOM staff members, since this officer's
unit command duties are secondary to the duties as staff officer.
b. RIACs will compare unit COs separately from members of the RIA
staff. In the case of the Chief of Staff (COS), this officer should
be compared with RIAC staff members.
8. Counseling Responsibilities. One of the major
innovations of reference (a) requires periodic counseling of all
personnel, officer and enlisted, by their reporting senior or
designated representative. Reference (a) requires that a record of
all counseling be made and retained until detachment of the member.
In the case of delegated counseling responsibilities within the NRIP,
the command Privacy Act record will be maintained at COMNAVRESINTCOM
Headquarters. A record of the counseling date shall also be included
in Block 30 when completing FITREPs and evaluations. In cases when
counseling has not taken place, Block 30 shall be left blank.
Delegation of counseling responsibilities within the NRIP shall be as
follows:
a. Headquarters personnel. The Commander, Naval Reserve
Intelligence Command will retain counseling responsibility for the
Deputy Commander, the Chief of Staff, and the Command Master Chief
Petty Officer.
(1) Deputy Commander Responsibilities: Headquarters TAR Officers.
Headquarters SELRES 0-6s, including all Deputy Chiefs of Staff,
Special Advisers, and members of the NR ONIHQ 0170 VTU.
(2) Deputy Chiefs of Staff: All SELRES personnel within their
respective departments.
(3) Chief Staff Officer: Headquarters Active E-7s.
(4) Headquarters Senior Active Enlisted: Headquarters Active
Enlisted.
b. Area personnel. The Commander, Naval Reserve
Intelligence Command will retain counseling responsibility for all
Reserve Intelligence Area Commanders.
(1) Reserve Intelligence Area Commander are delegated counseling
responsibility for their respective Reserve Intelligence Program
Officers. Reserve Intelligence Area Commanders will retain
responsibility for counseling of Unit Commanding Officers, and the
Reserve Intelligence Area Command Chief. For those personnel who have
been enrolled in the BRIT course for a predominant portion of the
reporting period, RIACs will assign counseling responsibilities to an
appropriate officer, 0-4 or above, on the RIA staff (i.e., BRIT
Director, if qualified, or DRIAC, Training and Readiness.)
(2) Reserve Intelligence Program Officers are delegated counseling
responsibilities for active enlisted personnel within their
respective Reserve Intelligence Area.
(3) The Area Command Chief may counsel all SELRES enlisted
attached to the IVTU.
(4) SELRES personnel ADDU-assigned to the RIA Staff from units or
to units from the IVTU will be counseled by the unit commanding
officer to which they are ADDU-assigned.
9. Captain-on-Captain Reports. FITREPs submitted on
captains by captains in the same competive category are required to
be endorsed by the first flag officer or selectee in the
reporting senior's chain of command. The flag endorsement is not
required if the report is "Not Observed" or if the reporting senior
is a flag selectee. Procedures for executing this flag endorsement on
NRIP FITREPs are as follows:
a. Regular Reports. The reporting senior will prepare a
separate forwarding letter for each report, in accordance with
reference (a), Annex L, and forward it to COMNAVRESINTCOM for
endorsement, together with the subject report(s), summary letter, and
electronic copy.
b. Concurrent Reports. The regular reporting senior will
countersign the report and forward it via COMNAVRESINTCOM, in
accordance with the procedure described in the above paragraph.
10. Specific Entries on Forms. Reference (a) provides
detailed instructions for completion of the fitness report form. The
following guidance is provided to clarify and standardize certain
specific entries in FITREPs submitted by NRIP reporting seniors:
a. Blocks 6, 7, and 25. Enclosure (1) lists appropriate
entries in these blocks. Blocks 6 and 7 identify the command to which
the officer reported on is attached for the duty reported on. The
reporting senior is either the officer in command of that activity
(CO or COM) or the immediate superior in command (ISIC).
b. Block 29. This block consists of an abbreviation for the
most significant primary duty for the period reported on. Enclosure
(2) is a list of recommended standard abbreviations for many of the
primary duty assignments within the NRIP.
This table is not intended to preclude reporting seniors from
using a different abbreviation of 14 characters or less if it better
describes a subordinate's duties.
11. Fitness report, evaluation and record of counseling
logs. In accordance with reference (a), reporting seniors will
retain copies of officer FITREPs for 5 years. The command must retain
copies of enlisted FITREPs and EVALs for 2 years. Counseling
worksheets must be held in a Privacy Act records system until the
member detaches, then be destroyed unless they are returned to the
member upon that member's specific request. With respect to
counseling worksheets, the regular reporting senior will be
responsible for maintaining the Privacy Act records system.
