1. Purpose. To establish procedures for application and
nomination of 1635 designated reserve officers to serve on boards
convened in accordance with Navy Regulations for the selection
for promotion of Naval Reserve Officers pursuant to 10 USC 5910
and other Chief of Naval Personnel, Commander, Naval Air Reserve
Force, or Commander, Naval Reserve Force instructions as may
apply.
2. Cancellation. COMNAVRESINTCOMINST 1421.1C.
3. Policy. The procedures promulgated herein directly support
the policy of the Chief of Naval Personnel that membership of
selection boards must consist of the best qualified inactive duty
Reserve officers available and afford the maximum opportunity for
participation by inactive duty Reserve officers in the selection
board process.
4. Background. Reference (a) establishes requirements for
inactive duty Naval Reserve line officers to serve as members of
line selection boards. Reference (b) establishes procedures for
the nomination of inactive duty Naval Reserve officers to serve
as members of reserve selection boards. However, the Director of
Naval Intelligence (DNI) has the responsibility to make the final
selection of 163X officers designated for selection board
membership. To carry out this responsibility, agreed upon
procedures to nominate 1635 designated inactive duty Reserve
officers are for Naval Reserve Intelligence Program (NRIP)
applications to be forwarded by Reserve Intelligence Area
Commanders (RIACs) to COMNAVRESINTCOM, who will screen the
applications and forward nominations to the Office of Naval
Intelligence (ONI-14) with an information copy to the Commander,
Naval Air Reserve Force.
5. Criteria for Nominations. In order to meet requirements and
to ensure that only the best qualified officers are nominated for
membership on subject boards, the following criteria will pertain
to each nomination:
a. Status. Nominee must be a member of the Ready Reserve
(USNR).
b. Seniority. Nominee must be at least one grade senior in
rank to all officers who are to be considered by the selection
board.
c. Eligibility. Nominee may not be a member of two
successive boards for the consideration of officers for promotion
to the same grade.
d. Physical Risk. Nominee should be in physical risk
classification "A" status, although officers with a physical risk
classification "B" may be nominated for consideration of a waiver
by the Chief of Naval Personnel. All other physical risk
classifications are ineligible.
e. Annual/Quadrennial Physical Examination. Nominee must
have had an annual/quadrennial physical examination within one
year of the expected completion date of the subject board.
f. Additional Requirements. In addition to the criteria
above, careful consideration should be given to time in grade,
special qualifications, previous active duty service, recent
Reserve unit participation and promotion potential. Principal
reasons for nominees being classified as "not eligible" include:
not physically qualified, lack of current physical examination,
served on same board the previous fiscal year, under
consideration by another board meeting at the same time, retired,
non-continued or nomination withdrawn after submission to the
Bureau of Naval Personnel (BUPERS). To preserve the high quality
of board membership, it is essential that all nominees be very
carefully screened to ensure they meet the established criteria
and are in all respects eligible.
6. Action.
a. RIACs are to nominate 1635 designated officers to
COMNAVRESINTCOM for service on subject boards per the schedule in
reference (c) and the criteria contained in this instruction.
(1) Ensure all eligible NRIP and Naval Reserve Command
Intelligence Support (NRCIS) officers are made aware of the
subject solicitation.
(2) Solicit applications from eligible unit and NRCIS officers. Eligible officers attached to NRIP units may nominate
themselves through their unit CO. Eligible NRCIS officers may nominate themselves through their unit CO to the respective RIAC.
(3) Ensure that inactive duty Reserve officers understand
that final acceptance for board duty will be contingent upon
their having successfully completed a physical examination within
the previous year. Nominees must have satisfactorily completed
the physical examination prior to reporting to BUPERS.
(4) Ensure that each officer nominated will be available
for service on the board for which nominated. Last minute
cancellations must be kept to a minimum.
(5) Inform nominees that actual selection for the board
for which nominated is not assured until confirmed by the Chief
of Naval Personnel. Notification of an individual's nomination
to ONI does not constitute selection. COMNAVRESINTCOM is
required to submit twice the number of nominees as there are
board requirements.
b. Submission of Applications by RIAC to COMNAVRESINTCOM:
(1) Applicants will complete and forward enclosure (1)
and one copy of an Officer Qualification Questionnaire (OQQ)
(CNAVRES 1301/4) via their RIAC to COMNAVRESINTCOM. The OQQ must
be current to within two months of the date the application is
submitted. COMNAVRESINTCOM will not normally maintain
applications on file, thus applicants must resubmit for each
board of preference. This will ensure currency of address,
telephone numbers and OQQs.
(2) Prior to forwarding each application package to
COMNAVRESINTCOM, RIACs will ensure the applicant meets all
criteria for nomination.
(3) Applications will be submitted by RIACs no later than
the suspense dates in reference (c).
(4) RIACs should indicate, by an endorsement attached to
enclosure (1), a recommendation on any officer meeting the
criteria for board membership, who, in the RIAC's opinion,
possesses either exceptional or marginal qualifications for board
membership.
(5) The order of nomination in the basic letter, or the
order of attachment of enclosures, will be in descending order of
preference.
(6) Because of the sensitive nature of selection board
membership, RIACs shall ensure that names of applicants are
divulged only on a strict "need-to-know" basis.
c. COMNAVRESINTCOM action following receipt of nominations
from RIACs:
(1) Review each nominee's qualifications and determine
the order of preference of all nominees. Only those nominees
with current information available will be considered for
selection.
(2) Forward not less than two nominees, in order of
preference, for each board requirement to ONI-14 for final
determination.
d. Action by reservist if unable to serve after notification
of selection has been made:
(1) Return orders immediately to the Bureau of Naval
Personnel (Attn: PERS-47C) for cancellation.
(2) Notify COMNAVRESINTCOM headquarters immediately by
telephone. COMNAVRESINTCOM will coordinate the selection of a
replacement member.
7. Selectees will receive a letter from the recorder of the
board at BUPERS giving information on uniform, billeting,
parking, and other pertinent information.
