Subj: ADMINISTRATIVE PROCEDURES FOR RESERVE INTELLIGENCE AREA COMMANDERS (RIACS) AND COMMAND CHIEFS

1. Purpose. To publish procedures for issuing orders and providing reserve support services for
RIAC's and RIA Command Chiefs.
2. Cancellation. COMNAVRESINTCOMINST 1080.1G
3. Background. References (a) and (b) set forth the organization of the Naval Reserve Intelligence
Command (NAVRESINTCOM) and establish RIACs as the local area commanders reporting
directly to Commander, Naval Reserve Intelligence Command (COMNAVRESINTCOM). In order
for the 15 RIACs, two Transitional Coordinators and 15 Area Command Chiefs to carry out their
mission, they must each drill in their own geographical area while being assigned to the Office of
Naval Intelligence Headquarters Detachment Reserve Unit (ONIHQ DET 0170), which is
administratively managed by NAS Dallas. Normal reserve services for RIACs and Command Chiefs
should be provided by the RIPO and local host air activity.
4. Procedures.
a. Unit assignment orders. All RIACs and Command Chiefs will be attached to a local pay unit
and cross assigned out to ONIHQ DET 0170 (UIC 88717) in the billets shown in enclosure (1).
b. RIAC orders should read as follows:
"Report to Commander, Naval Reserve Intelligence Command, Dallas, TX, for inactive duty training in a pay status. You are designated Reserve Intelligence Area Commander, Area. For administrative purposes, report to Commanding Officer, (name of local unit, RUIC, base, city, state of local unit) in a cross-assigned out billet. Your permanent drill site is (local base, city, state). All your records will be maintained at your permanent drill site. You are cross-assigned out to NR ONIHQ DET 0170, RUIC 88717, billet (RBSC/AUIC from enclosure (1)). Report for additional duty to Commanding Officer, (RIA Host Air Activity). For fitness report purposes, your regular reporting senior is Commander, Naval Reserve Intelligence Command."
c. For Command Chiefs: modify orders to show RIAC as regular reporting senior. Also, ensure
the local RSTARS/RTSS operator assigns the Command Chief to the appropriate cross-assigned out
billet shown in enclosure (1).
d. RIACs and Command Chiefs will receive the same support services as any other member
attached to a local RIA unit, i.e., mustering, drill accounting, pay, AT/ADT orders, service record
and medical/dental record maintenance, travel claim liquidation, etc.
e. RIACs must establish a regular drill schedule for themselves and their staff. Whenever
possible, this schedule should coincide with the first drill weekend of the month as established by
COMNAVRESINTCOM in reference (c).
f. RIACs/Command Chiefs will appear on the muster of the local unit to which assigned. That
unit must account for RIAC/Command Chief drills the same as for any other unit member. The
RIPO should coordinate with the local unit to ensure RIAC/Command Chief drills are properly
recorded.
5. Action.
a. For incoming RIACs, RIPOs are to ensure that order modifications are written per paragraph
4.b. above, effective 1 October. Similarly, for incoming Command Chiefs, modify orders per
paragraph 4.c. above. Ensure local RTSS/RSTARS operators assign RIACs/Command Chiefs to the
correct cross-assigned out billets.
b. For outgoing RIACs, RIPOs are to ensure order modifications are written transferring RIACs to
IVTUs effective 1 October. For outgoing Command Chiefs, modify orders to make the unit CO the
reporting senior.
c. RIACs should publish their drill schedules before 1 October. Send copies to this command and
to the local RPD.
