Subj: LEAVE POLICY AND PROCEDURES

1. Purpose. To establish policy and procedures for taking military leave. This directive
amplifies Navy leave policy and procedures given in references (a) and (b). It applies to all
active duty Navy members of the headquarters staff and Reserve Intelligence Area (RIA)s
throughout the Naval Reserve Intelligence Program.

3. Background. Due to the very small number of active duty personnel on headquarters staff and
in each RIA, it is important that we establish leave policy and procedures which are in
compliance with the spirit and intent of the above references. This instruction seeks to eliminate
confusion about how to administer leave on the headquarters staff and in the RIAs.
4. Leave Policy
a. General. Insofar as service requirements permit, all personnel shall be afforded the
opportunity and are encouraged to take leave as accrued, bearing in mind the policy of having
leave available for an emergency.
b. Drill weekends. In general, leave will not normally be authorized one day prior to and
during the monthly drill weekends. Reasons for this policy are as follows:
(1) We are an integrated SELRES/active duty staff with a small number of active duty
personnel.
(2) The drill weekend is critical to efficient command operations during the remainder of
the month.
Members must plan their leave around drill weekends. Exceptions to this policy will be
considered on a case-by-case basis.
c. Leave papers must be carried on the member's person at all times during authorized leave.
d. Telephone check-in/out. Members are authorized to complete check-in and check-out
procedures by telephone during other than their normal duty hours. However, members must be
in the immediate vicinity of where they resides, i.e., the residence from which the member
commutes daily to and from work. Permission to commence and terminate leave by telephone
is authorized as a personal convenience to the member and shall not be used as a means of
extending the period of absence chargeable as leave. Any unauthorized leave or leave fraud is
punishable under the Uniform Code of Military Justice.
e. During normal liberty, members are authorized travel within CONUS, but must return in
order to commence normal working hours.
5. Request procedures
a. Regular leave. Members will request leave using the Leave Request/Authorization (3 part,
NAVCOMPT 3065, Rev. 2-83).
(1) Personnel shall submit leave requests at least five working days but not more than 60
days prior to the departure date requested.
(2) Authority for final approval is:
(a) For officers: Deputy Commander or, in his absence, Chief Staff Officer for
headquarters staff, and Reserve Intelligence Area Commanders (RIACs) for RIAs.
(b) For enlisted: Chief Staff Officer for headquarters staff, and RIPO for RIA staff
members.
(c) For drill weekend leave: Deputy Commander for headquarters staff and RIACs for
RIAs.
b. Emergency leave. Normally, emergency leave will be authorized for five days or less when
the leave is to be taken in the local area or 10 days when the leave is to be taken out of the local
area. If emergency leave is required during non-duty hours, immediately advise the CDO who
will in turn immediately advise the Chief Staff Officer or Deputy for headquarters staff or the
RIPO for RIA personnel. Any of those three may authorize the emergency leave.
c. Terminal leave is authorized by the Deputy Commander for headquarters staff and RIACs
for RIAs.
6. Procedures for leave check-in/check-out
a. In person (during normal working hours). The Leave Control Petty Officer (LCPO), will
sign block 27 on check-out and block 28 on check-in. In the absence of the LCPO, any active
staff member may make the appropriate entries in block 27 and 28, but the member must report
the same to the LCPO.
b. By telephone (during non-working hours). Personnel checking in and out by telephone
must have Part 1 of the Leave Request/Authorization in their possession and must be in the local
area of the command.
(1) If no answer at the office or if 0600-0730 or 1630-2400, leave a voice mail message
identifying from where you are calling. Immediately after placing call, enter time and date of
commencement/termination and sign block 27 or 28 of leave authorization form as appropriate.
Deliver completed leave authorization to the LCPO at the commencement of the next regular
working day subsequent to leave termination.
(2) In order to confirm the location from which the member is calling, the duty person
receiving a telephoned check-in/out may ask the member for his/her phone number and call
him/her back.
7. Internal Leave Control Procedures will be per reference (a) as amplified in enclosures (1) and
(2). Strict compliance with these procedures is essential. This will be an inspection item
during triennial inspections.
8. Cancellation of Approved Leave. Personnel unable to commence leave, or desiring to cancel
previously approved leave in advance of the commencement date, will request cancellation via
the chain of command to the Leave Control Yeoman.

LEAVE CONTROL PROCEDURES
1. Definitions
a. Leave Request/Authorization. The NAVCOMPT 3065 (PT 3) (Rev. 2-83) which
comprises both the leave request and leave authorization.
b. Leave Control Number (LCN). A ten-position number assigned to all approved leave
authorizations to assist in controlling and monitoring leave.
c. Leave Authorization Log. A record of all LCNs assigned.
d. Approved Leave File. A file of all approved leave authorizations (part 2).
2. Procedures
a. Headquarters staff and each RIPO staff will assign a Leave Control Petty Officer.
b. Upon receipt of approved leave papers, immediately assign a leave control number in block
2, enter leave in the leave authorization log, and forward part 3 to PSD. File approved papers in
approved leave file until leave commences. On the last working day prior to leave, deliver Part I
to the member.
c. Upon commencement of leave, record date and time on Parts I and II if in person; on Part II
only if by telephone.
d. Upon termination of leave, receive part I from member, ensure blocks 27 and 28 are
properly completed, and then complete block 30. The "certifying officer" in blocks 32 and 33
will be the chief staff officer or, the Admin officer for headquarters staff and RIPO or Leading
Chief Petty for RIA staff. Forward Part I to PSD after certified.

CONTROL AND QUALITY ASSURANCE PROCEDURES
RIACs will establish procedures to insure proper controls are maintained for the leave system.
Basic controls established will:
(1) ensure prompt assignment of LCN upon approval of leave,
(2) ensure that command leave check in/out procedures provide adequate control of
accurately recording times and dates of departure and return,
(3) ensure that NAVCOMPT 3065 (Rev 2-83) are forwarded to the PSD/personnel office
daily,
(4) ensure all leave extensions are reported to the PSD/personnel office daily,
(5) ensure timely response to all inquiries from PSD/personnel office concerning missing
LCNs and non-receipt of part 1 and 2 within two working days, and
(6) direct member to return NAVCOMPT 3065 (Rev 2-83) part 1 immediately upon
completion of leave,
(7) retain leave authorization logs for a period of not less than two years after the last log
entry.
