1. Purpose. To publish the function and tasks of Commander, Naval Computer and Telecommunications Command (COMNAVCOMTELCOM) in support of the mission issues by reference (a).
2. Mission. Organize, train and equip computer and telecommunications activities to provide quality information systems and services to the fleet, and support commands and higher authority to manage, process, and transfer information for command, control, and administration of the Navy.
3. Status and Command Relationships. COMNAVCOMTELCOM is a shore activity in an active, operational status under the direct command of the Chief of Naval Operations (CNO). The CNO's coordinator for NAVCOMTELCOM is the Director, Space and Electronic Warfare Directorate (N6).

4. Commanded, Tenant, Supported and Supporting Activities and Detachments
a. COMNAVCOMTELCOM provides administrative management and operational direction to the following echelon III commands:
(1) Three Naval Computer and Telecommunications Area Master Stations.
(2) One Naval Computer and Telecommunications Station.
(3) One Director, Communications Security Material System.
(4) One Headquarters, Navy-Marine Corps MARS Radio Station.
(5) One Naval Electromagnetic Spectrum Center.
b. COMNAVCOMTELCOM headquarters receives base host support from Strategic Systems Program Office.
5. Functions and Tasks of COMNAVCOMTELCOM
a. Develop, control, and disseminate fleet and shore operating procedures and interface criteria to ensure compatibility for legacy Defense Message System (DMS) automated communication systems and end-user applications with newly introduced systems.
b. Implement Navy Information Resources (IR) Management policy within the claimancy.
c. Provide, operate, and maintain, as required, all Navy ashore communications resources and all non-tactical information resources for command, control, and administration of the Navy and those elements of the Defense Communications System assigned to the Navy.
d. Advise Commander, Naval Space Command of validated communication requirements that may demand development or modification of satellite communication systems.
e. Formulate policy on and exercise authoritative control over the Navy Communications Security (COMSEC) Material System, and review or initiate action in cases of loss or compromise of CMS distribution material.
f. Serve as Navy office of primary responsibility for the mission support, non-Research Development and Acquisition (RDA), Mission Critical Computer Resources (MCCR) and telecommunications security programs following SECNAVINST 5239.2 (NOTAL).
g. Establish guidance for the preparation and implementation of base Communications Plans (BCP) for all Navy and Marine Corps bases and stations, including cost benefit analysis and local user chargeback.
h. Serve as Department of the Navy (DON) manager of the leased portion of Navy dedicated and common user information transmission systems.
i. Manage Navy and Marine Corps Military Affiliate Radio System (MARS) and coordinate Navy participation in amateur radio services.
j. Establish, implement, and maintain the Fleet Operational Tele- communications Program.
k. Serve as DON manager for the Federal Telecommunications System (FTS 2000) and follow-on long haul communications service acquisitions.
l. Exercise DON management and assignment authority for joint, national, and international electromagnetic spectrum management matters as directed by the CNO. Represent the DON in joint, national, and international radio frequency matters as directed by the CNO.
m. Maintain fleet liaison and assist in the correction of communication problems observed during fleet operations.
n. Monitor the operation and maintenance of the US Inter-American Naval Telecommunications Network (IANTN) station.
o. Act as Defense Business Operations Fund (DBOF) Activity Group Manager for the Naval Computer and Telecommunications Station (NAVCOMTELSTA) /Naval Computer and Telecommunications Area Master Stations (NCTAMS) in the information services business area.
p. Participate in joint and allied communications and IR matters as directed by the CNO.
q. Provide technical oversight for the interface requirements of new command and control, weapon, information, and administrative systems that will be Defense Information Systems Agency (DISA) transmission facilities.
r. Act as claimancy financial manager. Perform programming, budgeting, and execution functions for all assigned resources.
s. Serve as technical advisor to CNO for communications/IR enlisted ratings (RM/DP, ET, DS). Provide career development and training for these ratings.
t. Identify and implement management training programs for headquarters' and claimancy communications/IR professionals.
u. Serve as Acquisition Program Manager for headquarters and claimancy, executing mandated training requirements and work force certification.
v. Serve as central point of contact for Information Technology Management and Computer Science Officer Subspecialty programs for all issues including education skills, requirements, fact sheets, and criteria statements. As the subspecialty curriculum coordinator, establish and maintain curriculum requirements in conjunction with graduate education and participate in the subspecialty validation review process.
w. Serve as Naval Reserve Program Technical Manager/Naval Reserve Coordinator for Navy Reserve Communications/IR personnel.
x. Serve as technical advisor to CNO for officer career development for Limited Duty Officers, Chief Warrant Officers, and Unrestricted Line Officers serving in IR management.
y. Provide management and coordination oversight, during the implementation phase, for all Engineering and Installations (E&I) of Communications/Electronics (C-E) equipment expansion, modernization, upgrade, and consolidation programs and projects accomplished within the global shore Naval Computer and Telecommunications System (NCTS) and Navy-owned and operated elements under the cognizance of NAVCOMTELCOM.
z. Assess NCTS technical adequacy and accuracy, as well as consistency with documented architectures, long-range operational requirements, threat scenarios, and program objectives and priorities.
aa. Maintain configuration management and control of world-wide NCTS.
bb. Identify requirements for DON Base Communications systems and services, as well as DON and Coast Guard Shore Record Communications Automation program.
cc. Represent Navy in technical execution of DISA and joint and allied communications plans (except satellites).
dd. Ensure DON compliance with published standards related to the Information Processing Standards for Computers (IPSC) and Data Communications Protocol Standards (DCPS) under the Defense Standardization and Specification Program.
ee. Establish procedures for the operation and maintenance for Base Communications Operations Network Management Centers and Technical Control Facilities.
ff. Conduct technical assistance and recertification visits to fleet units to ensure operability and reliability of Circuit Mayflower Systems. (This function transfers to Naval Submarine Base, LANT and Naval Submarine Base, PAC 1 October 1996).
gg. In coordination with Commander, Naval Space Command, plan and program for DON satellite communications ground systems.
hh. Operate and maintain the Special Communications System within the COMNAVCOMTELCOM claimancy.
ii. Serve as functional manager for Base Communications Operations. Develop requirements for the DON Base Level Information Infrastructure.
jj. Oversee, plan, and execute all actions to implement Total Force Manpower Requirements and authorizations for headquarters and claimancy.
kk. Manage requirements for operations and maintenance of DBOF Base Level Information Technology Services for the Navy.
ll. Serve as Navy's expert in Information Technology, recommending strategies to higher authority for improving cost effectiveness, quality, and productivity of IR.
mm. Provide engineering and facilities management support for claimancy communication infrastructure.
nn. Promote development and acquisition of application soft-ware and database guidelines, standards, and tools to achieve capability to share data and reuse software.
6. Action. COMNAVCOMTELCOM shall perform the functions prescribed
in this instruction and advise CNO of any recommended modification to the
mission and functions of the Naval Computer and Telecommunications Command.
