1. Purpose. To issue missions, functions, and tasks performed by NAVCOMMSTA Stockton as prescribed by reference (a). Disregard all references to NAVCOMMSTA Stockton in reference (b). A complete revision of reference (b) will be forthcoming.
2. Mission. NAVCOMMSTA Stockton is an element of the Naval Computer and Telecommunications System (NCTS) and is responsible for maintaining communications for command, operational control, and support of administrative functions within the Department of the Navy (DON); managing, operating and maintaining those facilities of the Defense Information System (DIS) as assigned; and performing such other functions as may be validated by Chief of Naval Operations (CNO).
3. Status and General Command Relationships. NAVCOMMSTA Stockton is an Echelon 3 shore command in an active operating status, under a commanding officer reporting administratively to the Naval Computer and Tele- communications Command (NAVCOMTELCOM) and operationally to the Naval Computer and Telecommunications Area Master Station EASTPAC (NCTAMS EASTPAC). In addition, NAVCOMMSTA Stockton is subject to the jurisdiction of area coordinator, COMNAVBASE San Francisco and, where applicable, to the direction of individuals with delegated authority from CNO or NAVCOMTELCOM.
4. Action
a. In accomplishing its assigned mission, the Commanding Officer of NAVCOMMSTA Stockton shall perform the tasks set forth below and the general functions and tasks in enclosure (1).
b. Ensure the operating efficiency of the station and all facilities of the command.
c. Perform tasks as directed by NCTAMS EASTPAC, exercising authoritative direction and control of tactical ship-shore-ship telecommunications functions; providing NCTS support to ashore subscribers; and, where applicable, providing telecommunications systems in support of strategic communications requirements. In addition, NAVCOMMSTA Stockton exercises operational and administrative control of its assigned Naval Tele- communications Centers (NTCCs) and other components.
d. Provide contingency communications as may be directed by higher authority.
e. Provide operational evaluation of new equipment and systems for service approval, as required.
f. Recommend to and keep NAVCOMTELCOM and other appropriate commands advised of all resources required by the station to accomplish its assigned mission. Obtain approval from NAVCOMTELCOM before accepting additional tasking which requires an increase in station equipment, funding or manpower.
g. Be responsive to the cognizant Director, Defense Information Systems Agency (DISA) in performing assigned Defense Information Systems (DIS) functions.
h. Be responsive to the direction and instruction of the cognizant area coordinator.
i. Provide telecommunications and other services to U.S. Government agencies as may be authorized or specified by NAVCOMTELCOM or other appropriate commands.
j. Provide emergency communication plans for continuity of assigned functions.
k. Prepare and maintain current Inter-service and Intra-service Support Agreements (ISSAs), host/tenant and use of real-property agreements, as appropriate. Copies of any such agreements shall be provided to NAVCOMTELCOM.
l. Comply with provisions of reference (c) in preparing and maintaining current Communications Support Agreements (CSAs) for telecommunications functions. A copy of all CSAs shall be provided to COMNAVCOMTELCOM.
m. Operate, maintain and ensure the effectiveness of circuits and networks as specified in the Telecommunications Operating Requirements (TELCOR) document for the station, and other circuits/networks as may be specified by appropriate authority.
n. Maintain activity so as to foster pride and professionalism contributing to improved base readiness.
o. Accomplish such other functions and tasks as are normal and inherent command responsibilities or as may be directed by NAVCOMTELCOM.
p. By reference (d), annually review this instruction and forward results to NAVCOMTELCOM with a copy of any recommended changes provided to the area coordinator for appropriate comment commensurate with area coordination responsibility.

1 - Chief of Naval Operations: Overall authority for satisfying Department of Navy (DON) communications requirements including those requirements levied by the Joint Chiefs of Staff, unified/specified commands, Defense Information Systems Agency, and and any other command of higher authority.
2 - Commander, Naval Computer and Telecommunications Command (NAVCOMTELCOM): Administrative authority for satisfying communications requirements to include configuration control of the Naval Computer and Telecommunications System (NCTS) and Operations and Maintenance (O&M) management of assigned Defense Information System (DIS) elements.
2 - Commander in Chief Pacific Fleet (CINCPACFLT): Operational authority for satisfying THIRDFLT operating force requirements in the EASTPAC Naval Communication Area (NAVCOMMAREA).
3 - Commanding Officer, Naval Computer and Telecommunications Area Master Station (NCTAMS EASTPAC): COMNAVCOMTELCOM delegated authority for satisfying operational direction and management responsibilities of the NCTS in the EASTPAC NAVCOMMAREA.

(a) Operates a message center to include a Naval Communications Processing and Routing System (NAVCOMPARS) in support of ashore and afloat commands.
(b) Operates a fleet center to include a Manual Relay Center Modernization Program (MARCEMP), collocated with NAVCOMPARS to key and terminate tactical circuits to and from THIRDFLT operating forces.
(c) Operates an Automated Technical Circuit Control (ANCC) for coordination, supervision, quality control, restoral and status of tactical and DIS circuits, systems and networks.
(d) Operates a SHF satellite facility in support of tactical requirements in the EASTPAC NAVCOMMAREA.
(e) Operates an UHF satellite facility in support of tactical requirements in the EASTPAC NAVCOMMAREA.
(f) Provides corrective and preventive maintenance on electronic equipment as NAVCOMMSTA Stockton and its internal components.
(g) Performs swing NCTAMS function for Alternate Broadcast Keying Station in support of NCTAMS EASTPAC and NCTAMS LANT.
(h) Operates a DIS HF Entry Station.
(i) Operates a Class "E" Refile Facility and provides a telex interface to and from the International Maritime Satellite (INMARSAT) system.
(8) Navy Radio Transmitter Facility (NAVRADTRANSFAC) at Dixon, CA: Provides a contract operated LF/HF transmitter site in support of ship/shore and DIS requirements in the EASTPAC NAVCOMMAREA.
(9) Navy Microwave Relay Facility at Mt. Diablo, CA: Provides a contract operated microwave site in support of DIS interconnect requirements, and UHF/VHF transmit/receive support systems.
(10) Navy Microwave Relay Facility at Mt. Vaca, CA: Provides a contract operated microwave site in support of DIS interconnect requirements.
b. Commanding officer, NAVCOMMSTA Stockton is responsible to DISA Washington via NAVCOMTELCOM as O&M manager of assigned DIS elements.
c. Commanding officer, NAVCOMMSTA Stockton, as a technical director, is responsible for monitoring and inspecting the contract operation of NAVRADTRANSFAC Dixon and microwave facilities at Mt. Diablo and Mt. Vaca.
d. Commanding officer, NAVCOMMSTA Stockton is base host to:
