PURPOSE This Directive: 1. Under the authority vested in the Secretary of Defense by Section 113 of reference (a), establishes the JMIP, designates its component elements, assigns responsibilities and functions, and provides for its management and coordination. 2. Supersedes reference (b) B. APPLICABILITY This Directive applies to the Office of the Secretary of Defense, the Military Departments, the Chairman of the Joint Chiefs of Staff, the Unified Combatant Commands, the Inspector General of the Department of Defense, the Defense Agencies, and the DoD Field Activities (hereafter referred to collectively as "the DoD Components"). C. POLICY 1. All DoD intelligence must directly contribute to effective and coherent support to military intelligence consumers, and shall be planned, programmed, and funded through one of the three following channels: a. The National Foreign Intelligence Program, as defined in E.O. 12333 (reference (c)). b. The Tactical Intelligence and Related Activities (TIARA) aggregation. c. The JMIP, whose development shall occur within the normal Planning, Programming, and Budgeting System. 2. The JMIP shall improve the effectiveness of DoD intelligence activities when those activities involve resources from more than one DoD Component; when users of the intelligence data are from more than one DoD Component; and/or when centralized planning, management, coordination, or oversight will contribute to the effectiveness of the effort. The JMIP shall initially be comprised of the following component programs (Programs, functions, and activities may be added to or deleted from JMIP, on the approval of the Deputy Secretary of Defense.): a. Defense Cryptologic Program (DCP). A program that contains those resources previously funded in the National Security Agency Tactical Cryptologic Program within the TIARA aggregation. b. Defense Imagery Program (DIP). A program that contains Central Imagery Office resources previously funded within the TIARA aggregation. c. Defense Mapping, Charting, and Geodesy Program (DMCGP). A program that contains Defense Mapping Agency (DMA) resources previously funded within the TIARA aggregation. d. Defense General Intelligence and Applications Program (DGIAP). A program that encompasses the resources of the following five programs previously funded within the TIARA aggregation: (1) Defense Airborne Reconnaissance Program (DARP). A program that contains the resources previously funded as part of the TIARA aggregation under the oversight and direction of the Defense Airborne Reconnaissance Office (DARO). The Director of the DARO shall be the Component Manager of the DARP. (2) Defense Intelligence Counterdrug Program (DICP). A program that contains the resources previously funded within the TIARA aggregation of the DoD Counterdrug Program. The Deputy Assistant Secretary of Defense (Drug Enforcement Policy and Support) in the Office of the Assistant Secretary of Defense (Special Operations/Low-Intensity Conflict) shall be Component Manager of the DICP. (3) Defense Intelligence Agency's Tactical Program (DIATP). A program that contains Defense Intelligence Agency (DIA) resources previously funded within the TIARA aggregation. The Director, DIA, shall be the Component Manager for DIATP. (4) Defense Space Reconnaissance Program (DSRP). A program that contains resources previously funded as part of the TIARA aggregation for DRSP. The Director of the National Reconnaissance Office shall be the Component Manager of the DSRP. (5) Defense Intelligence Special Technology Program (DISTP). A program that contains resources previously funded as part of the TIARA aggregation for special technology support and Command, Control, Communications, and Intelligence (C3I) intelligence programs. The Deputy Assistant Secretary of Defense (Intelligence and Security), Office of the Assistant Secretary of Defense, C3I, shall be Component Manager of the DISTP. 3. Partial program elements shall not be submitted as JMIP inputs. JMIP program elements shall be separate and complete. For JMIP purposes, the DICP shall be considered a single program element. D. RESPONSIBILITIES 1. The Deputy Secretary of Defense shall: a. Be the Program Executive for JMIP, responsible for decisions about its functioning. b. Chair the Defense Intelligence Executive Board (DIEB), under the Secretary of Defense Memorandum (reference (d)), as the senior management body providing planning, programming, and budget oversight of JMIP. c. Convene the DIEB, not less than twice annually, to provide advice and counsel on issues about DoD intelligence programs, ongoing and planned activities, and budget issues. d. Issue separate fiscal guidance for each JMIP component program within JMIP in accordance with the overall resource priorities established under the Department's Planning, Programming, and Budgeting System process. e. Review and approve any changes to the resource levels allocated to JMIP Program Elements. 2. The Assistant Secretary of Defense for Command, Control, Communications, and Intelligence shall: a. In accordance with the Secretary of Defense Memorandum (reference (d)) and DoD Directive 5137.1 (reference (e)), serve as executive secretary to DIEB to identify, evaluate, prioritize, and recommend to the Chair issues requiring DIEB attention. b. Ensure the consolidation of the JMIP budget submissions and associated justification material for use during budget reviews and decisions. Development of JMIP component programs shall occur within the normal Planning, Programming, and Budgeting System. c. Ensure that the Director, DIA, under DoD Directive 5105.21 (reference (f)), as the DGIAP coordinator for JMIP, shall assist the DGIAP Component Managers in resolving programmatic issues across DGIAP and, in conjunction with other Program Managers, in resolving programmatic issues across the entire JMIP. The DGIAP Coordinator shall develop program guidance in conjunction with the appropriate OSD offices for each of the DGIAP components. d. Ensure that the DGIAP Component Managers for DIATP and DISTP, as stated in paragraph C.2.d., above, shall maintain established organizational integrity and reporting procedures, and develop programs in accordance with the guidance provided by the Program Executive. e. Ensure that the Director, DMA, shall be Program Manager for DMCGP. 3. The Director, National Security Agency, shall be Program Manager for DCP. 4. The Director, Central Imagery Office, shall be Program Manager for DIP. 5. The Under Secretary of Defense for Acquisition and Technology, the Under Secretary of Defense for Policy, and the Secretary of the Air Force, in accordance with DGIAP as stated in paragraph C.2.d., above, shall ensure that their Component Managers maintain established organizational integrity and reporting procedures, and develop programs in accordance with the guidance provided by the Program Executive. 6. The Secretaries of the Military Departments and the Directors of the Defense Agencies, under OSD Principal Staff Assistants and those that report directly to the Secretary or Deputy Secretary of Defense, shall coordinate with JMIP Program Managers, the JMIP DGIAP Coordinator, and the JMIP DGIAP Component Managers as necessary in the development of JMIP programs.
