REISSUANCE AND PURPOSE This Directive: 1. Reissues reference (a) to update policy and responsibilities and clarify the DoDPI mission as an educational and research facility supporting the DoD Polygraph Program (reference (b)). 2. Designates the Secretary of the Army to provide support to the DoDPI. 3. Authorizes various DoD technical publications on psychophysiological detection of deception (PDD) and related areas by the DoDPI, subject to reference (c) and the approval of the Assistant Secretary of Defense for Command, Control, Communication, and Intelligence (ASD(C3I)). B. APPLICABILITY This Directive applies to the Office of the Secretary of Defense, the Military Departments, the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Unified and Specified. Commands, and the Defense Agencies(hereafter referred to collectively as "the DoD Components"). C. POLICY 1. The DoDPI is an organization of higher education and provides a DoD- certified Program of Instruction (POI) in basic and advanced PDD, conducts PDD research, and offers instruction and research advisory service to the DoD Components. The instructors (researchers) employed by the DoDPI will maintain a high level of proficiency in technical and instructional skills and be engaged in ongoing programs of research. 2. It is the policy of the DoDPI that its POI is maintained at an optimal level of proficiency. Its courses of instruction shall be uniform and current and shall make use of the most advanced and effective PDD research technology. 3. As student billets become available, the DoDPI may support other Federal law enforcement agencies. It may also support, on a reimbursable basis, State and local law enforcement agencies. D. RESPONSIBILITIES 1. The Assistant Secretary of Defense for Command, Control, Communication, and Intelligence shall: a. Have authority, direction, and control of the DoDPI. b. Serve as reviewing and final approval authority for the POI and research programs to ensure that the programs are based on DoD policy objectives. c. Establish procedures for admission of non-Federal Agency personnel to the DoDPI. d. Assess the DoD Components' use of advanced training courses other than those provided by the DoDPI to ensure that the courses satisfy the DoD's policies and objectives. e. Establish and chair a DoDPI Advisory Committee consisting of the DoD Component Polygraph Program Managers. The committee shall meet at least annually to discuss, plan, and review, and otherwise advise the Director, DoDPI on the POI, ongoing education programs, training and research programs, and other matters pertinent to the effective operation of the DoDPI. The Director of the DoDPI shall establish the agenda after consulting with the ASD(C3I) and the DoD Component Polygraph Program Managers. Non-DoD Federal Agencies using the DoDPI may provide recommendations on oversight and POI matters to the ASD(C3I), and heads of non-DoD Federal polygraph programs may serve as associate members of the Advisory Committee at the discretion of the committee Chair. f. The Heads of the DoD Components with polygraph programs shall: (1) Make available to the DoDPI pertinent PDD-related materials, records, case files, and quality control procedures as required by the DoDPI to accomplish its mission. (2) Use the DoDPI exclusively for basic PDD education and training, and use the DoDPI as necessary for advanced PDD education and training. (3) Sponsor and support PDD research at the DoDPI when required. (4) Advise the ASD(C3I) of courses used for advanced PDD training other than those provided by the DoDPI. 2. The Secretary of the Army shall: a. Provide and maintain facilities for operating the DoDPI. b. Provide administrative, logistical, and special funding support. c. Include the annual budget of the DoDPI, as developed in consultation with the ASD(C3I), as a separate line item in the Department of the Army Budget and Financial Plan. d. Provide personnel for practical exercises and for research purposes, to include paid examinees from local universities and communities as clinical and research requirements dictate. E.
