A.  REISSUANCE AND PURPOSE

This Directive reissues reference (a) to reflect changes in the
organization and conduct of DoD medical intelligence activities.

B.  APPLICABILITY

This Directive applies to the Office of the Secretary of Defense, the
Combatant Commands, the Military Departments, the Chairman of the Joint
Chiefs of Staff, and the Defense Agencies (hereafter referred to
collectively as the DoD Components").

C.  DEFINITIONS

1.  Administrative Control.  Direction or exercise of authority on
administrative matters such as personnel management, supply, services and
other matters not included in the operational mission.

2.  Administrative Support.  The provision of resources and services to
accomplish activities not within the operational mission of the receiving
organization, including planning, programming, budgeting, financial
management, manpower, personnel, career management, security
administration, and related activities.

3.  Field Production Activity.  A DoD intelligence production organization
with authority to conduct day-to-day operations, subject to overall policy
and regulatory contro1 of the Defense Intelligence Agency (DIA).

D.  POLICY

It is the DoD policy under reference (b) that:

1.  The AFMIC is hereby established as a field production activity of the
DIA, administratively integrated with the DIA organization.  The AFMIC
shall be jointly staffed by personnel assigned or detailed from each of
the Military Departments, as agreed between the Director, DIA, and
Secretaries of the Military Departments.

2.  The AFMIC has as its missions:

a.  Sole responsibility within the Department of Defense for producing
finished intelligence on foreign military and civilian medical
capabilities, infectious disease and environmental health risks, and
scientific and technical developments in biotechnology and biomedical
subjects of military importance.

b.  Managing the medical aspects of the DoD Foreign Materiel Program.

c.  Accomplishing such other production assignments as are tasked by the
Director, DIA.

E.  RESPONSIBILITIES

1.  The Assistant Secretarv of Defense for Health Affairs, under the Under
Secretarv of Defense for Personnel and Readiness, shall maintain
responsibility for reviewing and revising this Directive.

2.  The Secretaries of the Military Departments shall:

a.  Provide military staffing consistent with AFMIC,s mission
requirements.

b.  On request of the Chair of the AFMIC Interdepartmental Advisory Panel
(IAP), provide nominees for the position of Director, AFMIC.

3.  The Assistant Secretary of Defense for Command Control.
Communications, and Intelligence shall:

a.  Oversee the activities, manning, and funding of the AFMIC in
accordance with DoD Directive 5137.1 (reference (b)).

b.  Ensure that the Director, Defense Intelligence Agency, shall:

(1)  Exercise supervision of AFMIC activities under DoD Directive 5105.21
(reference (c)).

(2)  Manage AFMIC as an integral element of the DIA, exercising
administrative control and providing appropriate administrative support.

(3)  Coordinate appropriate support of AFMIC by the Military Departments.

(4)  Appoint the Chair of the AFMIC IAP.

(5)  Appoint the Director, AFMIC, upon recommendation by the AFMIC LAP.

F.  EFFECTIVE DATE

This Directive is effective immediately.

AFMIC Interdepartmental Advisory Panel (AFMIC IAP)

ARMED FORCES MEDICAL INTELLIGENCE CENTER INTERDEPARTMENTAL ADVISORY PANEL
(AFMIC IAP)

A.  To enhance coordination between the medical elements of the Department
of Defense and the AFMIC, an AFMIC Interdepartmental Advisory Panel (AFMIC
IAP) is hereby established.  The AFMIC IAP mission is to provide
Department-wide cooperation, as appropriate, on medical intelligence
matters, to monitor and advise on the development of medical production
requirements, to assess the responsiveness of AFMIC production to DoD
needs for medical intelligence, and to support the necessary staffing of
the AFMIC.

B.  The AFMIC IAP shall be composed of one representative designated by
each of the following:

1.  Director, Defense Intelligence Agency (this representative shall Chair
the AFMIC IAP).

2.  Assistant Secretary of Defense for Health Affairs.

3.  Assistant Secretary of Defense for Command, Control, Communications
and Intelligence.

4.  Chairman, Joint Chiefs of Staff.

5.  Deputy Chief of Staff for Intelligence, Army.

6.  Director of Naval Intelligence.

7.  Assistant Chief of Staff for Intelligence, Air Force.

8.  Assistant Chief of Staff for Command, Control, Communications,
Computers and Intelligence, United States Marine Corps

9.  The Surgeon General, Department of the Army.

10.  The Surgeon General, Department of the Navy.

11.  The Surgeon General, Department of the Air Force.

C.  The AFMIC IAP shall:

1.  Provide recommendations to the Director, DIA, concerning AFMIC program
guidance, policies and procedures.

2.  Nominate to the Director, DIA, as required, an officer to serve as
Director of AFMIC. The nominee shall be an officer in the grade of 0-6,
from the medical department of one of the Military Departments, selected
from candidates nominated by the Military Departments.

3.  Ensure appropriate coordination within the DoD Components on matters
referred by a member of the IAP; the Chair; or the Director, DIA.
