PURPOSE This Directive: 1.1. Supersedes reference (a) to update policy and responsibilities for the DTIRP as a DoD arms control security preparedness and outreach program in accordance with references (b) and (c). 1.2. Directs a support program to ensure the continued protection of DoD programs, operations, and activities. 1.3. Designates the Director, Defense Threat Reduction Agency (DTRA), as the DoD Executive Agent for implementation of the DTIRP and as Chair of the DTIRP Coordination Group (CG). 2. APPLICABILITY This Directive applies to the Office of the Secretary of Defense, the Military Departments, the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the Department of Defense (hereafter referred to collectively as "the DoD Components"). 3. DEFINITION Defense Treaty Inspection Readiness Program (DTIRP). A DoD security preparedness and outreach program designed to provide security education and awareness concerning arms control implementation operational activities. It provides arms control implementation advice and assistance to sites subject to on-site inspection and overflight through the use of specially trained personnel, analyses, and educational activities, utilizing expertise from established facilities and services in the Department of Defense and other Government Agencies, whenever practicable, to avoid duplication to achieve maximum efficiency and economy. 4. POLICY It is DoD policy that: 4.1. Security countermeasures support for implementation of arms control agreements and related activities shall be integrated and coordinated within existing DoD security and counterintelligence programs to ensure a focused approach and consistent programs for the protection of national security interests. 4.2. The Heads of the DoD Components having any involvement with arms control implementation shall ensure their facilities, activities, and programs, wherever located, have cost-effective security plans, policies, and procedures that appropriately consider arms control agreements. 4.3. The DoD Component responsible for any action taken or directed under this Directive and affecting an industrial facility shall be the DoD Component that either administers or is obligated to fund a contract involving that industrial facility. Any contact with the facility involving DTIRP matters shall be coordinated with each DoD Component administering or funding a contract at that facility. 5. RESPONSIBILITIES 5.1. The Assistant Secretary of Defense for Command, Control, Communications, and Intelligence (ASD(C3I)) shall: 5.1.1. Provide security policy direction, guidance, and security oversight to the DTIRP Program, in coordination with the Under Secretary of Defense for Acquisition, Technology and Logistics (USD(AT&L)), consistent with DoD Directive 2060.1 (reference (b)), DoD Directive 5105.62 (reference (c)), DoD Directive 5137.1 (reference (d)), DoD Directive O-5205.7 (reference (e)), and DoD Instruction O-5205.7 (reference (f)). 5.1.2. Coordinate with the Director, DTRA, as the DoD Executive Agent for DTIRP, to ensure DTIRP activities adequately support DoD security protection requirements. 5.1.3. Ensure that the Director, Defense Intelligence Agency, shall: 5.1.3.1. Provide all source intelligence support to the DTIRP, to include research and analyses, database development analyses, and personnel to augment assistance teams, as requested by the Director, DTRA. 5.1.3.2. Provide intelligence and security countermeasures analyses, in the areas of technology transfer, open source literature, imagery assessment, and other relevant areas, as requested by the Director, DTRA. 5.1.4. Ensure that the Director, Defense Security Service, shall: 5.1.4.1. Provide assistance in arms control security matters to DoD contractor facilities, disseminate arms control security countermeasure information and, when deemed appropriate, provide personnel to augment assistance teams as requested by the Director, DTRA. 5.1.4.2. Direct the Director, Defense Security Service Academy, to develop and conduct training on arms control security countermeasures in coordination with the Special Security Countermeasures Policy Office, ODUSD(PS). 5.1.5. Ensure the Director, Defense Information Systems Agency, shall provide multidiscipline security and intelligence support to the DTIRP, in the area of communications research and analyses, and personnel to assist in assessments as requested by the Director, DTRA. 5.2. The Under Secretary of Defense for Acquisition, Technology and Logistics shall: 5.2.1. Provide DTIRP participants with treaty compliance guidance pursuant to this Directive and DoD Directive 2060.1 (reference (b)). 5.2.2. Oversee assistance in facility preparation in support of implementation and compliance with arms control agreements and request DTIRP assistance as appropriate. 5.2.3. Ensure the Director, DTRA, as Executive Agent for DTIRP, and Chair, DTIRP CG, shall: 5.2.3.1. Develop, plan, and execute the DTIRP to provide arms control treaty inspection advice and support to DoD Components and its contractor facilities responsible for protecting DoD equities subject to arms control implementation activities on an as requested basis. 5.2.3.2. Conduct outreach activities to promote arms control security awareness to include the development of arms control educational materials in coordination with the appropriate OSD Treaty Management Office; and the dissemination of outreach products. 5.2.3.3. Recruit, train, equip, and manage the activities of DTIRP assistance teams. 5.2.3.4. Conduct analyses of arms control-specific threats to determine susceptibility and vulnerability of U.S. equities. 5.2.3.5. Provide counterintelligence (CI) support to the DTIRP process, to include augmentees for assistance teams, technical training, and analyses. Director, DTRA, shall coordinate support for DTIRP CI activities with the DoD Components. 5.2.3.6. With USD(AT&L) approval, in coordination with the Office of the Assistant Secretary of Defense for Strategy and Threat Reduction (OASD(S&TR)), provide advice and assistance on arms control security planning to non-Defense Agencies and industrial facilities, when requested and when authorized, subject to reimbursement, as appropriate. 5.2.3.7. Coordinate with the Department of Defense Security Service Academy or other training organizations, as appropriate, to develop and execute a comprehensive training program on arms control agreement issues and provide necessary resources as required, to include both industrial and Government security matters. 5.2.3.8. Coordinate, within the CG, the formulation of DTIRP requirements documents, advice on security risks associated with arms control inspection activities, software development, analyses, training and outreach activities. 5.2.3.9. Invite the DoD Components and, in consultation with OUSD(AT&L), invite other U.S. Government Agencies having any involvement with arms control to provide representatives to the CG and convene CG meetings as required. 5.2.3.10. Develop DTIRP budget requirements and execute the budget in support of the Executive Agent mission. 5.2.3.11. Take the lead for DTIRP Public Affairs (PA) activities, to include PA planning, guidance, and fact sheets in coordination with the Office of the Assistant Secretary of Defense for Public Affairs. 5.2.3.12. Provide updates not less frequently than quarterly reviews to the Director of Security, OASD(C3I). 5.2.3.13. Provide general assistance to the DTIRP for arms control treaty verification research, development, test and engineering, and nuclear matters. 5.2.3.14. Coordinate with the Director, Special Security Countermeasures Policy Office (SSCPO), ODUSD(PS), to ensure DTIRP contacts with non-DoD personnel and foreign nationals seeking any form of arms control security education and awareness, advice, or assistance does not compromise U.S. Government positions being negotiated. 5.3. The Under Secretary of Defense for Policy shall: 5.3.1. Provide DTIRP participants with information on DoD policies and U.S. Government positions for international negotiations on arms control implementation and/or compliance issues. 5.3.2. Ensure ODUSD(PS) SSCPO provides security countermeasures policy guidance and security oversight to the Heads of DoD Components, their respective Special Access Program (SAP) Central Offices, and the OSD SAP Oversight Committee, to ensure DTIRP assistance adequately supports DoD SAPs, when required, in accordance with DoD Directive O-5205.7 ( reference (e)) and DoD Instruction O-5205.11 (reference (f)). 5.4. The Chairman of the Joint Chiefs of Staff shall: 5.4.1. Provide military advice and assistance to Director, DTRA, in accordance with DoD Directive 2060.1 (reference (b)), in implementing this Directive. 5.4.2. Provide guidance for support to the Combatant Commands and coordinate on their requests for DTIRP support. 5.5. The Heads of the DoD Components shall: 5.5.1. Provide guidance for support to its Component commands, and coordinate and approve requests for DTIRP support. 5.5.2. Provide personnel to augment assistance teams, as requested by the Director, DTRA. 5.5.3. Coordinate counterintelligence and security countermeasures analyses and support for its Combatant Commands with Director, DTRA. 5.6. The Director, National Security Agency, shall provide Information Systems Security and Operations Security (INFOSEC/OPSEC) to the DTIRP, to include research and analyses and augmentees for assistance teams, as requested by the Director, DTRA. 6. EFFECTIVE DATE This Directive is effective immediately.
