Handbook on the Dayton Peace Agreement


Summary

The Dayton Proximity Talks (1-20 November 1995) negotiated the General Framework Agreement for Peace in Bosnia and Herzegovina with the Republic of Bosnia and Herzegovina, the Republic of Croatia, and the Federal Republic of Yugoslavia. The General Framework Agreement is detailed in 12 separate annexes. These annexes include the military and civilian aspects of the agreement's implementation. To better understand the complexity of the agreements and ascertain their implementation, this publication summarizes their main points and identifies the timelines for implementation of each of the annexes. With respect to the timelines, the starting point for the annexes is their entry into force upon signature in Paris on 14 December 1995. Annex 1A (Agreement on the Military Aspects of the Peace Settlement) contains measures that become effective upon the transfer of authority from the UN Protection Force Commander to the Implementation Force Commander, which occurred on 20 December 1995.
