Handbook on the Dayton Peace Agreement
- Parties establish a joint commission comprising an equal number of representatives from each party to prepare a precise description of the Inter-Entity Boundary Line (I-EBL). (Annex 2)
- The Organization for Security and Cooperation in Europe (OSCE) establishes a Provisional Election Commission (PEC). (Annex 3)
- The Constitution (Annex 4) enters into force as the Constitution of the Republic of Bosnia and Herzegovina. Parties establish a Joint Interim Commission (JIC) composed of four Federation, three Republika Srpska, and one Bosnia and Herzegovina representative. (Annex 4)
- A Commission on Human Rights (CHR) consisting of the Office of the Human Rights Ombudsman (OHRO) and the Human Rights Chamber (HRC) is established. (Annex 6)
- A Commission for Displaced Persons and Refugees (CDP&R) is established. (Annex 7)
- A Commission for the Preservation of National Monuments (CPNM) is established. (Annex 8)
- A Commission on Public Corporations (CPC) and a Transportation Corporation are established. (Annex 9)
- Parties request a High Representative be designated to facilitate the organizations and agencies involved in implementing the Agreement's civilian aspects through the formation of a Joint Civilian Commission (JCC). (Annex 10)
- Parties request the United Nations establish an International Police Task Force (IPTF). (Annex 11)
With the Deployment of IFOR
- A Joint Military Commission (JMC) shall be established. (Annex 1A)
Within 3 Days (17 December)
- All air early warning, air defense, or fire-control radars are turned off and remain inactive. (Annex 1A)
Within 7 Days (21 December)
- The Republic of Bosnia and Herzegovina, the Federation of Bosnia and Herzegovina, and the Republika Srpska shall commence negotiations under the OSCE on confidence-building with the goal of agreeing to a set of measures within 45 days. (Annex 1B)
Within 15 Days (29 December)
- The Federation appoints two members and the Republika Srpska appoints one member to the CPC. The parties meet to determine which facilities the Transportation Corporation will operate. (Annex 9)
Within 21 Days (4 January)
- Parties provide comprehensive lists of prisoners to the International Committee of the Red Cross (ICRC), UN Office of the High Commissioner for Refugees (UNHCR), and JMC. (Annex 1A)
Within 30 Days (13 January)
- All nonlocal forces and equipment withdrawn from Bosnia and Herzegovina. (Annex 1A)
- Parties commence negotiations under the OSCE to reach voluntary agreement on levels of armaments and manpower. (Annex 1B)
- Parties report their weapons holdings according to the 1992 Vienna Document's format. (Annex 1B)
- Parties agree to the sums of money to be contributed to the Transportation Corporation. (Annex 9)
- Parties permit IPTF personnel complete access and provide the IPTF Commissioner information on their law enforcement agencies, including size, location, and force structure. (Annex 11)
For 90 Days (13 March)
- Parties agree to abstain from importing any weapons. (Annex 1B)
Within 90 Days (13 March)
- The Federation appoints four members and the Republika Srpska appoints two members to the HRC. (Annex 6)
- The Federation appoints four members and the Republika Srpska appoints two members to the CDP&R. (Annex 7)
- The Federation appoints two members and the Republika Srpska appoints one member to the CPNM. (Annex 8)
Within 3 Months (14 March)
- Entities amend their respective constitutions to conform with the Constitution of the Republic of Bosnia and Herzegovina. (Annex 4)
For 180 Days (11 June)
- Parties agree to abstain from importing heavy weapons. (Annex 1B)
Within 180 Days (11 June)
- If the parties fail to reach a voluntary agreement establishing force limits, a 5:2:2 force ratio limit shall be applied. (Annex 1B)
Within 6 Months (14 June)
- The Federation and the Republika Srpska appoint one arbitrator to arbitrate the disputed territory around Brcko. (Annex 2)
- Elections are held unless the OSCE determines a delay is necessary, in which case elections should be held no later than 9 months after entry into force. (Annex 3)
- Entities begin negotiations on broadening Bosnia and Herzegovina's responsibilities, including utilization of energy resources and cooperative economic projects. (Annex 4)
Within 1 Year (13 December)
- Arbitrators issue their decision on the resolution of territory around Brcko. (Annex 2)
Within a Mutually Agreed Time
- Parties shall permit other parties to visit suspected gravesites for the purpose of registering sites and recovering remains. (Annex 1A)
After 5 Years
- With the agreement of the parties, the CHR transfers to the institutions of Bosnia and Herzegovina or otherwise continues to operate as before. (Annex 6)
- With the agreement of the parties, the CDP&R transfers to the institutions of Bosnia and Herzegovina or otherwise continues to operate as before. (Annex 7)
- With the agreement of the parties, the CPNM transfers to the institutions of Bosnia and Herzegovina or otherwise continues to operate as before. (Annex 8)
Within 7 Days (27 December)
- Transfer and vacate selected positions along the Agreed Cease-Fire Line (ACFL) in Sarajevo. (Annex 1A)
Within 28 Days (17 January)
- Parties permit ICRC full access to all prisons and a private interview with all prisoners to determine their intended destination at least 48 hours before their release. (Annex 1A)
Within 30 Days (19 January)
- Parties disarm and disband all armed civilian groups. (Annex 1A)
- Parties withdraw behind a zone of separation (ZOS). (Annex 1A)
- Parties remove, dismantle, and destroy all mines, unexploded ordnance, and obstacles from the ZOS or other areas where their forces are withdrawn. (Annex 1A)
- Parties mark all mines and unexploded ordnance in Bosnia and Herzegovina. (Annex 1A)
- Parties furnish to the JMC maps and information on the location, type, and strengths of personnel and weaponry; the locations of mines, unexploded ordnance, and obstacles including that which cannot be removed or destroyed within 10 kilometers of the ACFL and I-EBL; and positions of all SAMs, air defense artillery, and supporting systems. (Annex 1A)
- Parties shall release and transfer all prisoners. (Annex 1A)
Within 45 Days (3 February)
- Parties vacate areas to be transferred to another party and remove all mines, unexploded ordnance, weapons, and obstacles. (Annex 1A)
On the 91st Day (20 March)
- A party may occupy an area transferred to it. (Annex 1A)
Within 120 Days (18 April)
- Parties withdraw all heavy weapons and forces to IFOR-designated cantonment areas and demobilize forces that cannot be accommodated within the cantonment area. (Annex 1A)
- Parties furnish to the JMC maps and information on the location, type, and strengths of personnel and weaponry; locations of mines, unexploded ordnance, and obstacles; and the overall status of their forces in Bosnia and Herzegovina. (Annex 1A)
