Amending the Rules of the House of Representatives to
require that all members of the Permanent Select Committee on
Intelligence and all members of the Subcommittee on Defense of the
Committee on Appropriations have security clearances.

Mr. BUYER submitted the following resolution; which was referred to the Committee on Rules
RESOLUTION
Amending the Rules of the House of Representatives to
require that all members of the Permanent Select Committee on
Intelligence and all members of the Subcommittee on Defense of the
Committee on Appropriations have security clearances.
Resolved, That (a) clause 11(a) of rule X of
the Rules of the House of Representatives is amended by adding at the
end the following new subparagraph:
`(5) No Member, Delegate, or Resident Commissioner may
serve as a member of the select committee until such Member, Delegate,
or Resident Commissioner receives a security clearance at the highest
level required of any staff of the select committee. Any such security
clearance shall be renewed at least every 4 years.'.
(b) Clause 11 of rule X of the Rules of the House of
Representatives is amended by adding at the end the following new
paragraph:
`(f) No Member, Delegate, or Resident Commissioner may
serve as a member of the Subcommittee on Defense of the Committee on
Appropriations until such Member, Delegate, or Resident Commissioner
receives a security clearance at the highest level required of any
staff of the Permanent Select Committee on Intelligence. Any such
security clearance shall be renewed at least every 4 years.'.
(c) The amendments made by this resolution shall take effect immediately before noon January 3, 2007.
