A BILL
To exclude United States persons from the definition of `foreign power' under the Foreign Intelligence Surveillance Act of 1978 relating to international terrorism.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. EXCLUSION OF UNITED STATES PERSONS FROM DEFINITION OF FOREIGN POWER IN FOREIGN INTELLIGENCE SURVEILLANCE ACT OF 1978 RELATING TO INTERNATIONAL TERRORISM.

Paragraph (4) of section 101(a) of the Foreign Intelligence Surveillance Act of 1978 (50 U.S.C. 1801(a)) is amended to read as follows:

`(4) any person, other than a United States person, or group that is engaged in international terrorism or activities in preparation therefor;'.
