Dear Arlen and Bob:

Section 904 of the Intelligence Authorization Act for Fiscal Year 1995 (Public Law 103-359), which created the Commission on the Roles and Capabilities of the U.S. Intelligence Community, requires that the Commission submit a "work plan" to the two congre ssional oversight committees.

In satisfaction of this requirement, we are providing the attached paper which explains the scope of the Commission's inquiry as we now see it. We believe the paper encompasses all of the topics set forth in the legislation. The Committee should neverth eless appreciate the scope of this inquiry can be expected to change as we proceed. New issues will likely surface, and the significance of the issues identified herein may well pale upon further examination. There will also be a need for the Commission to take into account developments in the Executive Branch which may occur during the year. But this paper does provide a starting point.

We also take this occasion to solicit your views and the views of the Members of the Committee with respect to what you believe the Commission should be addressing, and, indeed, what actions you believe the Commission should consider. It is critically im portant that the concerns of the Committee be addressed as part of this inquiry.

We are attempting to arrange a meeting with both oversight committees in the near future to discuss the progress.of this inquiry. Our respective staffs are already in contact. We trust these lines of communication will remain open throughout this proces s and that you will not hesitate to use them. We look forward to working with you and the Members of the Committee.
