DCI John Deutch Statement on IOB

I am pleased that the President's Intelligence Oversight Board (IOB) has concluded its investigation into what the US Government knew about post-1984 human rights abuses in Guatemala against Americans and Mr. Bamaca. The report does not find any complicity by CIA officers or any other US Government employees in any of the abuses.

The IOB repeats the findings of CIA's Inspector General that CIA did not keep Congress as well informed as it should have, and that it paid insufficient attention to human rights in connection with the events in Guatemala. I take these findings extremely seriously, and last year directed the CIA to put corrective measures in place. The CIA has done this, and I note the IOB report recognizes that fact.
