Dear Mr. Chairmen, Senator Hatch, and Congressman Conyers:

Enclosed is the report required by Section 1001 of the USA PATRIOT Act, Public Law 107-56. Section 1001 directs the Office of the Inspector General (OIG) to undertake a series of actions related to civil rights or civil liberties violations by Department of Justice employees. This report describes the OIG's activities in implementing the responsibilities outlined in Section 1001.

This report covers the period from enactment of the Patriot Act on October 26, 2001, until June 15, 2002. From this point forward, we expect to issue semiannual reports to Congress pursuant to Section 1001 in January and July of each year.
